USCG Base Portsmouth C5I Trailer TPO Roof Replacement Solicitation

The U.S. Coast Guard Base Portsmouth is seeking a contractor to replace the TPO roof membrane on a 5,000 square foot trailer roof at its Portsmouth, VA facility. - Government Buyer: - U.S. Coast Guard, Base Portsmouth (Department of Homeland Security) - Contracting Officer: Nathan Chappell; QAE Representative: Frank Burton - Scope of Work: - Remove existing TPO roof membrane, flashings, and edge metals - Inspect plywood roof deck and conditionally replace up to 10% of deteriorated plywood underlayment - Install new TPO roof membrane system, including heat-welded seams, flashings, and metal drip edge - Provide all labor, materials, tools, equipment, and supervision - Products/Services Requested: - TPO roof membrane system replacement (approx. 5,000 sq ft) - Deck inspection and underlayment replacement (up to 10%) - Roof tear-off and removal - New TPO membrane installation - Notable Requirements: - Set aside for Small Businesses under NAICS 238160 (Roofing Contractors) - Site visit for field verification of quantities is encouraged - Compliance with Davis Bacon Act wage determinations - Submission of bid, performance, and payment bonds - Project Manager must be available during business hours and comply with security/safety regulations - No specific OEMs, part numbers, or proprietary products are mentioned; TPO membrane is a generic industry standard product - Period of performance is up to 10 working days after award, with work hours generally Monday-Friday, 0700-1530 EST

Description

The contractor shall provide all labor, materials, tools, equipment, and supervision required for  the removal of the existing TPO roof membrane on a roughly 5,000 square foot flat roof, inspection and conditional replacement of the wood underlayment (up to a 10% allowance), and the installation of a new TPO roof membrane system at USCG Base Portsmouth. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 238160 Roofing Contractors and a small business size standard of $19.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See FAR 52.212-1 for submission instructions & FAR 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on 09/01/2026 via email to frank.r.burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Officer at the email addresses listed above no later than 08/26/26 at 10:00 AM Eastern Time. 

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 08/25/26 at 10:00AM Eastern Time.
