NASA Headquarters is procuring sixteen (16) He-3 Gas Proportional Counter neutron detectors for lunar mission support at NASA Ames Research Center. - Sole source procurement from Reuter-Stokes, LLC, the only provider of RS-P4-1609-204 detectors - Detectors will be fabricated using helium-3 gas supplied by Linde (gas provided by NASA) - Tubes are 2 inches in diameter, 9 inches active length, made of 304 stainless steel with alumina ceramic insulator - Technical specs include resistance of 1.00E+12 ohms, capacitance 8 pF ±20%, max voltage 3500V, max temperature 90°C, thermal neutron sensitivity 88.7 cps/nv ±10% - Acceptance testing will occur at Lockheed Martin; includes 1-year warranty - Delivery required within 6 weeks after receipt of He-3 gas, with expected completion by 9/30/2026 - Procurement classified under NAICS 334519; only capability statements are requested, not quotes - Opportunity is for neutron detectors to analyze lunar regolith water content

Synopsis:

NASA/NSSC has a requirement for Fabricate qty sixteen (16) RS-P4-1609-204 HE-3 Gas Proportional Counter neutron detectors, using helium-3 gas provided by Linde.. 

NASA/NSSC intends to issue a sole source contract to REUTER-STOKES, LLC 8499 Darrow RD STE 1 Twinsburg, Ohio 44087 United States  under the authority of FAR 12.102(a). It has been determined that REUTER-STOKES, LLC is the sole provider of Fabricate qty sixteen (16) RS-P4-1609-204 HE-3 Gas Proportional Counter neutron detectors, using helium-3 gas provided by Linde.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Ames Research Center (ARC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334519.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. Central Standard Time on 8/20/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
