COMBINED SYNOPSIS/SOLICITATION

Services, non-personal, to provide preventive maintenance services for heating, ventilation, and air conditioning (HVAC) equipment for the National Weather Service (NWS) at the following five (5) locations in Texas: Brownsville, Corpus Christi, Dickinson, New Braunfels, and San Angelo.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 1305M326Q0470 is issued as a Request for Quotation (RFQ) for preventive maintenance services for HVAC equipment as stated in the Statement of Work.

This acquisition is set-aside for small business concerns. The associated NAICS code is 811310. The small business size standard is $12.5M.

This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

CLIN 0001: Base Period - Brownsville (BRO) - WFOServices, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide preventive maintenance services for heating, ventilation, and air conditioning (HVAC) equipment for the National Weather Service (NWS) WEATHER FORECAST OFFICE (WFO) location in Brownsville, TX, in accordance with the attached Statement of Work. CLIN 0002: Base Period - Brownsville (BRO) - RDAServices, non-personal, to provide all supervision, labor, tools, materials and equipment (unless otherwise provided herein) necessary to provide preventive maintenance services for heating, ventilation, and air conditioning (HVAC) equipment for the NWS RADAR DATA ACQUISITION (RDA) location in Brownsville, TX, in accordance with the attached Statement of Work. <!-- Continue similarly for all CLINs, listing each with its description -->

THE STATEMENT OF WORK (SOW) IS ATTACHED (ATTACHMENT 1).

THE U.S. DEPARTMENT OF LABOR WAGE DETERMINATION 2015-4145 REVISION 33 DATED 07/30/2026 WILL BE INCORPORATED AND MAY BE VIEWED AT WWW.SAM.GOV (ATTACHMENT 2)

SEE THE ATTACHED SF 18 WITH THE TERMS AND CONDITIONS WHICH ALL QUOTERS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD.

QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF 18 FORM OR ON COMPANY LETTERHEAD.

(iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see RFO part 47).

Period of Performance:

Base Period of performance for this requirement is Date of Award through August 31, 2027. Option Year 1: September 1, 2027 through August 31, 2028 Option Year 2: September 1, 2028 through August 31, 2029 Option Year 3: September 1, 2029 through August 31, 2030 Option Year 4: September 1, 2030 through August 31, 2031

The Government does not warrant that any documents provided as attachments are free from discrepancies, ambiguities, errors, omissions, or changing conditions. It is the responsibility of the Contractor to confirm existing conditions and resolve discrepancies between documents; therefore, the Government is making site visits available.

SITE VISIT INFORMATION A site visit is highly recommended but not required. See RFO 52.237-1 Site Visit for how to set up a time to visit the site.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
