NOAA's Southeast Fisheries Science Center is seeking shipyard repair services for the research vessel R/V Caretta, managed by the Western Acquisition Division in Seattle, WA. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Southeast Fisheries Science Center (SEFSC) - WAD-NMFS-Seattle office - OEMs and Vendors: - PPG Industries (protective coatings) - Timken (Fafnir SAK2 pillow block bearings) - Products and Materials Requested: - 36 zinc anodes (12 lb weld-on aluminum anodes) - 2 Timken Fafnir SAK2 pillow block bearings (with mounting hardware) - 4 steering carrier split block bolts (Grade-8 5/8 x 7 bolts, nuts, washers) - 2 steering carrier split block set screw bolts - 2 upper and lower rudder cutlass bearings - 1 main shaft cutlass bearing (government furnished) - PPG Dimetcote 302 H Zinc Primer (multiple coats, specified thickness) - PPG 235 Epoxy Primer (multiple coats, specified thickness) - PPG 214 Anti-fouling Paint (two coats, specified colors) - Amerlock 2/400 coating (for lazarette, bilge, sandblasted areas) - Amercoat 2/400 tack coat and Americoat 888 anti-skid additive (main deck) - Americoat 450H polyurethane finish coat (cabin, deck, bulwarks, waterline, rub rail) - Oil-based enamel paint (vessel names, hailing port, documentation numbers) - Services Requested: - Haul out, blocking, removal and replacement of anodes - Sandblasting, painting, repairs to main shaft, propeller, rudder, transom frames - Engine room bilge cleaning and painting - Ultrasonic hull thickness testing - Condition Found Report (CFR) work for unforeseen repairs - Unique/Notable Requirements: - All work must comply with federal, state, and USCG regulations - Repairs must be performed within a 50-mile radius of Pascagoula, MS - Site visit at NOAA Dock Facility in Pascagoula, MS is encouraged; quoters responsible for expenses - Small business participation is emphasized (HUBZone, SDVOSB, WOSB, EDWOSB) - Strict reporting and training requirements; non-personal services contract - Not-to-exceed funding for unforeseen repairs (CFR work)

SITE VISIT Interested quoters are strongly encouraged to inspect the vessel and satisfy themselves as to all general and local conditions that may affect the cost or performance of the work. Failure to inspect the vessel will not constitute grounds for a claim after award.

The vessel will be available for site visits August 17–21, 2026, between 8:00 a.m. and 2:00 p.m. CDT. To schedule a site visit and request access, please contact Kendall Falana at kendall.m.falana@noaa.gov. When requesting a site visit, please reference the solicitation number in the subject line. Quoters are responsible for all site visit expenses. Any questions resulting from the site visit shall be submitted in writing to the Contracting Officer in accordance with the solicitation. Any clarifications affecting the solicitation will be issued by amendment.
