The Delaware Public Service Commission (PSC) is seeking a professional consulting firm to provide expert support on PJM Interconnection and wholesale electricity market issues. - Government Buyer: - Delaware Public Service Commission (PSC) - Scope of Services: - Monitor PJM stakeholder meetings and attend select PJM and Organization of PJM States, Inc. (OPSI) meetings - Provide recommendations and analysis on transmission cost allocation, transmission planning, PJM governance, regional energy markets, and Delaware energy policy - Assist with analysis of PJM stakeholder positions, draft OPSI comments to PJM or FERC, and support FERC filings - Support electric transmission planning and implementation of FERC orders - Provide education and be available for ad-hoc conference calls as requested - Requirements: - Demonstrated expertise in PJM markets, OPSI, and related regulatory processes - Ability to travel for in-person meetings - Proof of Delaware business licensure, relevant certifications, and insurance - No specific OEMs, products, or part numbers are requested; the focus is on professional consulting services - Contract Duration: - Initial term of 3 years with two optional one-year extensions (up to 5 years total)

Description

The Delaware Public Service Commission is seeking professional consultant services related to PJM Interconnection and wholesale electricity markets. The consultant will monitor PJM stakeholder meetings, attend select PJM and Organization of PJM States, Inc. (OPSI) meetings, and provide recommendations on matters affecting transmission cost allocation, transmission planning, PJM governance, regional energy markets, and energy policy in Delaware. Proposals must be submitted by September 29, 2026, and must include a transmittal letter summarizing the firm's interest and any exceptions to the RFP requirements. The solicitation is issued pursuant to Delaware Code 29 Del. C. 6981 and 6982.
