This opportunity is for a three-year contract to provide comprehensive Environmental Compliance and Laboratory Support Services for U.S. Army Garrison Stuttgart, Germany. - Government Buyer: - Department of the Army, 409th Contracting Support Brigade, Regional Contracting Office Stuttgart - U.S. Army Contracting Command, HQ Contracting KO Directorate - Environmental Division, Directorate of Public Works, USAG Stuttgart - Scope of Services: - Project management, advisory services, and compliance assessments - Hazardous materials/waste management, spill prevention, air emissions, storm water, tanks, oil water separators, contaminants, permits, and training - Environmental inspections, technical certifications, and site visits - Development and delivery of training (in-person, online, field exercises), training materials, and certification - Surveys, mapping, geospatial and database updates - Technical environmental services including air emission inventory updates, safety cabinet inspections, and parts cleaner maintenance - Printing, documentation, permit updates/renewals, and provision of spill supplies - Extensive water and building materials sampling and laboratory analysis (drinking water, storm water, waste water, building materials, radon) - Emergency sampling and expedited analysis (24/36 hours turnaround) - Quantities & Deliverables: - Hundreds of hours of project management/advisory services - Dozens of training sessions, inspections, and sampling events - Multiple reports, surveys, and technical analyses - Unique Requirements: - Personnel must have specific certifications and language skills - Compliance with both U.S. and German environmental regulations - Minimum guarantee task order of $150,000 upon award - Single-award IDIQ contract with a value range between $150,000 and $999,999.99 - OEMs & Vendors: - No specific OEMs or product manufacturers are named; all services are professional and technical in nature - Period of Performance: - Three-year ordering period with options, covering fiscal years 2026–2029 - Task orders may extend up to 12 months beyond the ordering period

Description

This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. All performance requirements are defined in the attached Performance Work Statement (PWS).  

GENERAL INFORMATION

This is a Request for Quotation (RFQ) using RFO PART 12. Any offerors submitting a quote agree to and are bound by all instructions, procedures, and rules of this RFQ.

Since offeror submissions are quotations under RFO FAR 12, the Government is not required to determine a competitive range, conduct discussions with any offerors, solicit final revised quotation(s), and/or use other techniques associated with RFO FAR Part 15.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, DFARS Publication Notice 20260507. Only emailed requests received directly from the offerors are acceptable. NAICS code is 541620- Environmental Consulting Services with a small business size standard of $19.0 Million.
