USS New Orleans (LPD-18) Degaussing Piping Inspection and Repair Services in Japan

This opportunity involves the U.S. Navy's need for inspection and repair services for the degaussing piping and related components aboard the USS New Orleans (LPD-18) at Sasebo Naval Base, Japan. - Government Buyer: - U.S. Navy - NAVSUP Fleet Logistics Center Yokosuka - SRF and JRMC Yokosuka Detachment Sasebo - Scope of Work: - Inspection and repair of FO1-Degaussing piping and Main Control Panel (MCP) for Ballast Tank 6-193-2-W - Cleaning, air testing for leaks, and repair of degraded multicable penetrations causing seawater leaks - Installation and removal of cofferdams, tank ventilation, waste liquid handling, and safety measures to prevent flooding - Products/Materials (Government-Furnished): - Fasteners (bolts, screws, washers, nuts) - Grommets, rubbers, cork, insulation board, tape, adhesives - Steel pipes, fittings (reducers, couplings), welding rods, metal bars - All items specified by part numbers and quantities (see below) - Notable Requirements: - Offerors must hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region or provide proof of such agreement - Only sources authorized to operate in Japan and compliant with DFARS 252.225-7042 are eligible - Compliance with cybersecurity and quality standards; prohibition on covered defense telecommunications equipment - OEMs and Vendors: - No specific OEMs or commercial manufacturers are named; materials are specified by military or industry standards - Period of Performance: - Two months, with work scheduled from September to October (see details below)

Description

The Offeror shall certify that they currently hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region.  Offerors who do not possess a current NAVSUP FLCY MSRA/ABR Agreement shall submit a copy of their approved and active U.S. Navy MSRA/ABR Agreement as a Prime Contractor as part of the proposal package.     This solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042.  Contractors outside Japan must submit documentation that unambiguously demonstrates the Offeror's compliance with DFARS 252.225-7042 as a part of their proposal.     Contractors located outside Japan that do not unambiguously demonstrate compliance with DFARS 252.225-7042 will not be eligible to receive an award. Any Offeror who do not possess an active MSRA or ABR in the Japan Region, or does not agree to execute a master agreement (MSRA/ABR) in the Japan Region before award of a job order, will not be eligible to receive an award.
