The purpose of this Sources Sought is to conduct Market Research to determine an acquisition strategy for the acquisition of Electrical Power Distribution Equipment Testing, Inspection, and Maintenance. VAMC Cleveland, is seeking sources capable of completing the services described in the Statement of Work below. Electrical Power Distribution Equipment Testing, Inspection, and Maintenance Background.Louis Stokes VA Medical Center, Cleveland, Ohio located at 10701 East Boulevard, Cleveland, Ohio 44106 is seeking a qualified contractor to provide, labor, materials, equipment, transportation, and supervision necessary to provide on-site full electrical power distribution equipment testing, maintenance, and inspections. Full maintenance includes on-site testing, maintenance, and annual preventative maintenance inspections (PMIs). Scope.The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance and inspection, testing, and/or calibration of the Electrical Power Distribution Equipment and all of its components at the Cleveland VA Medical Center of facility Electrical Power Distribution Equipment meeting NETA standards. Electrical Power Distribution Equipment Testing, Inspection, and Maintenance as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall meet the standards in this contract. In the event faults or repairs identified during maintenance or inspection exceed basic repair, Contractor shall submit cost estimate and Scope of Work to COR for routing to CO for approval and contract modification. No repairs or work outside the scope of this contract shall be performed prior to CO approval and fund allocation. All quotes for repair parts shall be provided at the agreed upon discounted GSA rate. Power distribution equipment maintenance schedule includes tri-annual testing, maintenance, and inspection. Tri-annual testing of power distribution equipment outlined in section 5.10 of this SOW. Specific Tasks. Onsite testing, inspection, minor repair, and housekeeping. Substation and Transformer Maintenance completed tri-annually January - May (Testing Period may be adjusted to meet medical center needs)Visually inspect, tighten hardware and torque bolted connections.Manually operate each switch to check operation of auxiliaries and interlocks.Check contact wipe, clearances, and gaps as described in the manufacturer's instruction book.Clean and lubricate all moving parts with manufacturer's approved lubricants.Check electrically operable devices by conducting operating tests as described by manufacturer’s instructions.Test all control systems equipment for proper operation after maintenance is performed and before placing them back in normal service.Verify the Kirk Key interlock system.Test bus for insulation resistance.The vendor is responsible for a thorough cleaning of all substations which includes all the bus, wiring, inside panels, and any supporting parts. All cleaning products must meet substation manufacturer factory specifications. Use lint-free rags to clean conductors, contact points between the circuit breakers and main bus bars, bus bars and interior of the electrical equipment. Wipe down all sides and top of cabinet, substation or panel to remove dust/debris. Use a vacuum cleaner to remove large debris; compressed air is not to be used for this purpose. Visually inspect for signs of overheating, misaligned contacts, damaged insulation, or loose lugs. Upon completion, the COR will inspect the substation for cleanliness. The vendor is responsible for inspecting the inside of the substation and confirms no foreign objects have been left inside the substation prior to returning to service. Liquid cooled transformers must have the cooling liquid tested and replaced when tests indicate that the liquid no longer meets manufacturer's specifications. The liquid must be re-filled to meet the manufacturer's specifications. Test insulation resistance of both high and low voltage windings to ground and each other. Inspect temperature relays, gauges, switches, and alarms. If equipped with fans and pumps, verify proper operation and test. Verify three (3) phase transformer turns ratio on all taps using a three (3) phase test set. Power factor test. Dry type transformers must be thoroughly cleaned exteriorly and inspected for overheating with infra-red thermal detecting equipment. Test insulation resistance of both high and low voltage windings to ground. Inspect temperature relays, gauges, switches, and alarms. Test fans, if equipped, and inspect all vent filters. Ensure proper routing of thermocouple leads. Verify transformer turns ratio on all taps. Visually inspect and clean transformer windings. Check torque on all accessible bolted connections. Clean cells and bus components. Test bus for insulation resistance. Visually inspect the main bus. Test all accessible bolted bus connections for proper torque and integrity. Test protective relays. Verify potential and control transformers. Check the breaker lifting device for proper operation. Verify the key interlock system. Energize the control circuits and test the integrity of the breaker close and trip circuits by operating the control switches and relay contacts. Verify the proper functioning of all indicating devices. Bolted pressure switches: Clean, lubricate, and verify electrical and mechanical operation. IR Imagery completed annually in JulyInfra-Red Scanning/Thermographic Survey shall be performed on electrical equipment.Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System.Objective of this work is to detect any loose, broken, or corroded connections in the system.Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers' specifications.Infra-Red Report shall be prepared and submitted to COTR within seven (7) days of completion.Test report shall include nameplate data, test results, general condition and maintenance recommendations, and location.Color pictures shall be provided of any problem areas.Note that since this work item must be done while the Electrical Power Distribution System is energized, appropriate safety precautions must be taken before, during, and after scanning the system.The report for infrared inspections shall provide complete documentation of thermal patterns detected in the electrical equipment within the Louis Stokes VA Facility. Provide qualitative evaluation to help prioritize repairs.The infrared inspection report should meet the documentation requirements of the Infra-red inspection Institute Guideline for Infrared Inspection of Electrical and Mechanical Systems. All other published guidelines and standards pertaining to the infrared inspection of electrical and mechanical systems should be referenced and incorporated in the report and inspection.Electrical equipment (including, but not limited to switchgears, switchboards, distribution panels, motor control centers, and all related components) is inspected, tested, maintained, and/or calibrated every 36 months, and all work must be documented. NOTE: The National Electrical Testing Association (NETA) provides guidance, which is considered best practice for the maintenance of electrical equipment; these practices should be followed to the extent possible.Identify the hot spots in the electrical equipment by using infra-red thermal detecting equipment. Tighten problem connections to meet equipment manufacturers' specifications using a torque wrench or other approved devices.Repair Priority RatingsTemperature Severity Ratings are the objective and based on temperatures measured by the thermography. The exception and other reference temperatures are compared to industry standards and guidelines to produce an objective Temperature Severity Rating. Transformer Oil Testing completed annually April - JuneCollect cooling liquid oil sample for testing:General quality testsDielectric strengthAcid neutralizationInterfacial tensionVisual inspectionWater contentPower factorDissolved gas analysis Tri-annual 4-Hour Power Outage Test (2029)The Contractor shall be present for and will participate as a resident expert in the VAMC 4-hour test of the Essential Electrical System (EES) to be conducted on a Saturday or Sunday.This test shall fulfill the requirements of VHA Directive, Electrical Power Distribution System, NFPA 110 (e.g., Para. 8.4.9.) and The Joint Commission. This test will include opening all utility service connections serving the VAMC for a minimum of 4 hours.During the test period, verify operation of all EES components including the transfer to emergency power and return to normal service.The Contractor shall include in their bid proposal all costs associated with the services of the local utility company for the duration of the test. The estimated duration of the Contractor's involvement is between 8 - 12 hours.The Contractor shall assist the VAMC staff with troubleshooting and correcting malfunctioning electrical equipment discovered during the test.Contractor shall make any required adjustments and/or re-calibrations to all equipment which has been otherwise maintained, inspected, and tested under this Scope of Work. Maintenance ReportsContractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer Representative for immediate actions.Work items, definitions, and references shall comply with the latest edition of the NETA Maintenance Testing Specifications (MTS) and with the VHA Directive, Electrical Power Distribution System.NOTE: settings such as ATS settings, Adjustable Breaker Settings, etc., must be provided by the VA.
