Description

The State of North Carolina, Department of Adult Correction (DAC), is seeking to develop and procure a modern Offender Management System (OMS) to replace or significantly modernize the existing Offender Population Unified System (OPUS) which has been operational since 1994. The current system combines legacy mainframe and web-based modules, presenting maintainability and modernization challenges. The procurement is a Request for Information (RFI) to gather information on commercially available products, custom solutions, or modernization approaches. Responses are due by September 30, 2026, and require login to the procurement portal for submission.
