Environment and Climate Change Canada (ECCC) is seeking a qualified contractor for a phased roof replacement and rehabilitation project at the Pacific Environmental Science Centre in North Vancouver, BC. - Government Buyer: - Environment and Climate Change Canada (ECCC), Division of Real Property Management, Technical Services - Pacific Environmental Science Centre (CSEP) - Scope of Work: - Removal and replacement of low-slope roofing systems, including SBS modified bitumen assemblies and PMMA liquid-applied membranes - Replacement and repair of insulation, vapor barriers, cover boards, metal flashings, drains, scuppers, overflow drains, and localized structural repairs (steel decking, plywood decking, wood blocking, wall panels) - Site setup, permits, insurance, bonding, project management, and commissioning support - Mechanical, electrical, and plumbing coordination, including removal/reinstallation of rooftop equipment and gas lines - Painting of exposed metal components and installation of new roof access hatch - Temporary weatherproofing and protection during construction - Hazardous Materials: - Lead-based paints identified on metal flashings (blue and light green), lead-containing plumbing/soil stack flashing, and silica-containing masonry walls - Contractor must follow safe handling and abatement procedures for hazardous materials - Notable Requirements: - Minimum 10 years of relevant roofing experience - Membership in the Roofing Contractors Association of British Columbia - Valid licensing to perform roofing work in BC - Compliance with federal, provincial, and municipal environmental regulations - Quality assurance documentation, safety plans, and training for ECCC personnel - Security requirements and insurance - Products/Services Requested: - SBS Roofing and Insulation - PMMA membrane applications - R35 polyisocyanurate insulation (alternate) - Replacement of wood blocking, exterior wall panels, plywood decking, 2-ply SBS membrane, steel deck repairs/replacement - Gutter liners, roof access hatch, and commissioning support - No specific OEMs or named vendors; open to competitive bids from qualified contractors - Contract must be completed within 6 to 8 months, ending no later than March 31, 2027
