• Pittsylvania County Jail, under the Pittsylvania County Board of Supervisors, is seeking vendors to provide comprehensive inmate commissary services for approximately 120 inmates.
• The scope includes:
  • Weekly offsite commissary order processing, packaging, and next-day delivery using vendor vehicles
  • Provision of name brand, market-priced commissary products comparable to convenience stores
  • Proprietary inmate banking software with modules for general ledger, bail, receivables, payroll, check writing, inventory, indigent packs, debt collection, reporting, and grievance/request management
  • Electronic resident payment services fully integrated with banking software, supporting credit/debit card transactions
  • Automated collection services for inmates with debt upon release
  • Automated self-service lobby kiosk for payment acceptance (cash, credit, debit), with convenience fees capped at $3.50
  • Hardware requirements: server, workstation, 19" flat screen monitor, signature pad, receipt printer, laser report printer, MICR check printer, and lobby kiosk
  • 24/7 vendor support, employee background checks, drug screening, and local service center presence
• Contract is for one year with four one-year renewal options; price increases negotiable only at renewal.

Description

Pittsylvania County Jail is seeking experienced vendors to provide commissary services for an estimated 120 inmates. The service requires that inmates receive commissary once per week on the day following the order placement. The jail is located on Bank Street in Chatham, Virginia. Proposals must be submitted by September 10, 2026, and vendors can submit electronically or by paper. Questions must be submitted in writing by August 25, 2026.
