Description

Synopsis and Solicitation Notice This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SP4510-26-Q-1043 and is being issued as a request for quotation (RFQ).

Effective Date and Regulations This solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2026-01 effective March 13, 2026.

NAICS Code and Contract Details The NAICS code is 562111 with a size standard of $47,500,000. This effort will result in a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with one (1) 12-month base period of performance and four (4) 12-month option periods. The total contract length shall not exceed five (5) years.

Background The primary mission of the Defense Logistics Agency (DLA) Disposition Services is to dispose of Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. DLA Disposition Services Headquarters is located in Battle Creek, Michigan, with field sites worldwide. DLA Disposition Services manages the DoD Surplus Property Program.

Requirement Description This requirement is for Solid Waste Removal Service at DLA Columbus, Ohio, in accordance with the attached Performance Work Statement. Work includes delivery of roll-off boxes, removal of full boxes with material disposal, and replacement of roll-off boxes.

Order and Delivery Clauses Clause 52.216-18: Ordering (Aug 2020) - Orders issued within 12 months after award, subject to contract terms. Orders are considered issued when sent by mail, fax, or electronically (email or document access system). Methods other than those require authorization. Clause 52.216-19: Order Limitations (Oct 1995) - Minimum order $1,000; maximum order limits specified; contractor shall honor orders exceeding limits if returned within 3 days with notice.
