The U.S. Coast Guard Special Missions Command is seeking commercial vendors to provide equipment and support services for its Commissioning Ceremony. - Government Buyer: - U.S. Coast Guard (USCG), Department of Homeland Security - LOG-94 Regional Contracting West, Coast Guard Island, Alameda, CA - Special Missions Command - Products and Equipment Requested: - Commercial-grade frame tent (approx. 40' x 120') - Weatherproof sidewalls (minimum 40 linear feet) - Outdoor turf or carpet runner (minimum 350 sq. ft.) - Elevated stage (approx. 16' x 24', 3 feet high) - Articulating steps with handrails (2 units) - Flame-retardant stage skirting (minimum 50 linear feet) - Cushioned chairs for VIP seating (6 units) - White padded folding chairs for audience (500 units) - Professional-grade PA system (at least 4 speakers, mixing console, stands, cables) - Wireless handheld microphones with stands (2 units) - Wired gooseneck microphone (1 unit) - Executive-style wooden podium/lectern (1 unit) - Mobile generator (minimum 1929 KVA, quiet operation, fuel, distribution panels, cabling) - Luxury mobile restroom trailer (climate-controlled, minimum 4 stalls/urinals and sinks) - Services Requested: - On-site AV technician for setup, rehearsals, and ceremony - Restroom attendant during ceremony hours - Unique Requirements: - Delivery, installation, support, and dismantling of all equipment - Site restoration if ground penetration is used - Offerors must provide specifications, pictures, or drawings of items offered - Compliance with Statement of Work (SOW) and FAR/HSAR clauses (including telecom equipment restrictions) - No specific OEMs or brands are named; vendors must supply commercial-grade products meeting the described specifications. - Small business set-asides apply (HUBZone, SDVOSB, WOSB). - Firm fixed price contract under NAICS code 532289. - Period of performance covers delivery, setup, event day, and teardown.

Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested. 

(A) The solicitation number is 70Z08426QDL940028 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted). This requirement is for the U.S Coast Guard (USCG) purchase of ceremony equipment and support to include tent, stage, chairs, AV equipment and restroom trailers per specifications in the SOW to support operations for USCG Special Missions Command.

(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

(C) The associated NAICS code is 532289 and the PSC code is W083. The type of contract is a FIRM FIXED PRICE.

(D) Description/Statement of Work/Specification:

(E) FAR Provision 52.212-1, Instructions to Offerors—Commercial (JAN 2017), is incorporated by reference and applies to this acquisition:

(G) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.

(H) Date, time and place offers are due.

Quote shall be submitted via email to the Contract Specialist, Chris Columbres at christopher.u.columbres@uscg.mil and the Contracting Officer, Yvett Garcia at yvett.r.garcia@uscg.mil no later than 21 August 2026, 10:00 AM Pacific Time. Quotes must provide as a minimum: (1) solicitation number; (2) specifications, pictures and/or drawings for item being offered so that a determination can be made if item being offered meets the requirement (3) Point of contact name, telephone number and address, 4) Company UEI Number.

(I) Questions/Concerns: Offerors must exercise due diligence to identify and report any ambiguities, inconsistencies, or concerns regarding the information outlined in this solicitation.  All questions must be submitted in writing NO PHONE CALLS WILL BE ACCEPTED, to the Contract Specialist, Chris Columbres at christopher.u.columbres@uscg.mil and the Contracting Officer, Yvett Garcia at yvett.r.garcia@uscg.mil. ABSOLUTELY NO follow-up or additional questions will be accepted after this deadline. Offerors shall reference the solicitation number and provide sufficient details in their email so that the Government can respond efficiently.  All questions will be compiled and addressed in an Amendment to the Solicitation (SF-30), which will be posted on the SAM.gov website and made available to all potential offerors.
