Comprehensive C-40 Pilot Simulator Training and Courseware Procurement

The U.S. Air Force's Air Mobility Command (AMC) is seeking contractor support for comprehensive C-40 pilot simulator training services. - Government Buyer: - U.S. Air Force, Air Mobility Command (AMC), including HQ AMC/A3TA and the 763d Enterprise Sourcing Squadron at Scott Air Force Base - OEMs and Vendors: - Boeing (primary OEM, as simulators must be configured for Boeing C-40B/C and B737 MAX aircraft) - Products and Services Requested: - Academic and simulator training for C-40 pilots, covering: - Initial Qualification, Refresher, Recurring Evaluation, Senior Officer, Requalification, and B737 MAX Differences training - Crew Resource Management/Threat and Error Management (CRM/TEM) training - Computer Based Training (CBT) courseware compatible with government systems - Certified B737-700/800 UPRT qualified pilot instructors - FAA-certified Level D, CAT IIIa capable full flight simulators with Boeing USAF C-40B/C OPC software and B737 MAX simulator access - Training-related deliverables: course syllabi, instructional media, ARMS reports, student critiques, and accident/incident notifications - Estimated annual training volumes: - 15 Initial Qualification classes (2 pilots each) - 100 Refresher classes (2 pilots each) - 60 Recurring Evaluation classes (2 pilots each) - 4 Senior Officer classes - 1 Requalification class - 10 MAX Differences classes (2 pilots each) - Unique or Notable Requirements: - Contractor must possess and deliver training programs approved under 14 CFR Part 142 - Simulators must be FAA-certified Level D, CAT IIIa capable, and configured with Boeing USAF C-40B/C OPC load software - Training must use USAF cockpit procedures and checklists - Courseware must be accessible on government PC systems and handheld devices - All training conducted at contractor's facility; no contractor travel required - Contract is a 100% small business set-aside under NAICS 611512 - Five-year ordering period with task orders not to exceed 12 months

Description

The contractor shall provide academic and simulator training for the following courses: Initial Qualification Pilot Training, Refresher Pilot Training, Pilot Recurring Evaluation Training, Pilot Requalification Training, and Pilot Senior Officer Training with regular updates to the training curriculum. The primary training audience consists of pilots associated with the executive airlift community but may also include personnel from other special missions as approved by AMC's Air, Space, and Information Operations' Training Division (A3T). Training shall be conducted at a training center approved under Title 14, Code of Federal Regulations (14 CFR) Part 142. The contractor must possess a B737-700/800 training program as well as a B737 MAX Differences training program approved under 14 CFR Part 142. At a minimum, the contractor shall furnish, at its site, a Federal Aviation Administration (FAA)-certified Level D, Category (CAT) IIIa capable, fully operational Full Flight Simulator configured with the Boeing United States Air Force (USAF) C-40B/C Operational Program Configuration (OPC) load software. Contractor will also have access to a B737 MAX FAA-certified Level D, Category (CAT) IIIa capable, fully operational Full Flight Simulator. USAF cockpit procedures and checklists shall be used in all courses.
