The U.S. Army 10th Special Forces Group (Airborne) Combat Infantry Force (10th SFG(A) CIF) is seeking a contractor to deliver specialized direct-action training services for up to 30 personnel. - Government Buyer: - U.S. Army, 10th Special Forces Group (Airborne) Combat Infantry Force (10th SFG(A) CIF) - OEMs and Vendors: - Direct Action Resource Center (DARC) is the sole named OEM/vendor - Products/Services Requested: - 7-day Direct Action Program of Instruction (DA POI) at DARC in North Little Rock, Arkansas - Training includes complex tactical scenarios: urban, rural, and confined space raids, live breaching, CBRN threat integration, and near-peer opposing forces - Up to 30 personnel to be trained - Observer Controllers (O/Cs) with minimum 10 years special operations experience required - All necessary personnel, management, equipment, materials, facilities, and services must be provided by the contractor - Unique/Notable Requirements: - Key personnel must possess significant special operations experience and security clearances - Training standards must comply with DoD and Army regulations - Emphasis on quality control, security, and compliance - Training culminates in a validation exercise (VALEX) for deployment preparation - Services delivered at DARC facility in North Little Rock, Arkansas - Potential for small business competition if capable vendors respond

Description

This is a sources sought notice ONLY. The U.S. Government currently intends to award a contract on a SOLE SOURCE basis but is seeking vendors that may be able to fulfil this requirement to support a competitive procurement. Accordingly, the U.S. Government highly encourages all small businesses to respond to this source sought. The proposed sole source vendor is Direct Action Resource Center. The Contractor shall provide non-personal services to include a Program of Instruction. The Contractor shall provide all necessary personnel, management, equipment, materials, facilities, and services required to plan, coordinate, and execute a 7-day DA POI at DARC. This training is designed to prepare the Troops for a validation exercise (VALEX) in September 2026 and subsequent deployment to the European area of responsibility (AOR). DARC will accomplish this by immersing operators in a highly realistic, complex, and demanding environment. The Contractor shall perform to the standards in this contract.. Performance will be in North Little Rock. The anticipated period of performance is 20-27 September 2026.

The regulatory authority for the contemplated sole source procurement is the use of simplified acquisition procedures for commercial products and commercial services in accordance with RFO Part 12 and RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The statutory authority at 10 U.S.C 3204 3304(a)(1) applies. This notice does not constitute a Request for Quote RFQ or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete with this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry, SAM.gov. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.
