The Department of the Air Force, under Air Force Special Operations Command (AFSOC), is soliciting the procurement of a fixed-wing Vertical Take-Off and Landing (VTOL) small Unmanned Aircraft System (sUAS), specified as the WingtraRay or an equivalent product. - Government Buyer: - Department of the Air Force - Air Force Special Operations Command (AFSOC) - OEMs and Vendors: - Wingtra (OEM for WingtraRay sUAS) - Products Requested: - 1 WingtraRay VTOL fixed-wing sUAS (or equivalent) - Accessory kit including: - Heavy-duty rugged transport case - 3 operational flight batteries - Flight battery charger with dock and cables - Anemometer - 3 spare propellers - 2 SD cards - USB-C/SD adapter - OEM-required tool for assembly/disassembly - 3 replacement wear-and-tear parts (fins, bumpers, winglets) - Blue-approved tablet for Ground Control Station (GCS) with mission planning, data capture, PPK, geotagging software (3 years support) - Perpetual Blue license for WingtraRay - WingtraRay INSPECT, SURVEY61, MAP61 payloads - WingtraRay Parachute - WingtraRay Heavy flyer add-on - WingtraRay Payload upgrade mount (RE-P thermal) - Services Requested: - 4 in-person OEM-certified basic operator training sessions - 4 in-person OEM-certified advanced operator/data processing training sessions - Technical support (expedited phone/email, 12 months, initial response within 1 business day) - Unique/Notable Requirements: - sUAS must meet strict criteria: ≤1300g payload, >25 min flight time, IP53 rating, redundant GNSS, survey-grade accuracy, PPK enabled, encrypted C2 datalink (>3 km), parachute system, NDAA FY2020/2023/2024 compliance, Blue UAS Cleared List, Category 3 OOP compliant - OEM-certified training and technical support required - Software/app support for 3 years - Advanced payloads and mounts for specialized surveying and inspection - All accessories and replacement parts included for full operational capability
