NASA Goddard Space Flight Center is seeking engineering and manufacturing support for microwave instrument enclosures to be flown on a Boeing 777 aircraft. - Sole source contract intended for Welch Mechanical Designs, LLC, but capability statements from other vendors are invited - Scope includes fabrication and assembly of mechanical enclosures for MBARS, CoSSIR, and CoSMIR instruments - Enclosures must be pressure tested to 12 psi and documented - Assemblies and components required: antenna housings, RF boxes, stabilizers, brackets, O-rings, bolts, dowel pins, and more - Specific part numbers and quantities provided for each item - Work to be performed at NASA Goddard Space Flight Center - NAICS code: 334519 (Other Measuring and Controlling Device Manufacturing) - Period of performance: 12 weeks after receipt of order - Commercial opportunity for precision fabrication, inspection, and documentation services - Estimated contract value likely in the low to mid six figures, based on scope and complexity

Description

Synopsis:

NASA/NSSC has a requirement for Engineering Support and Fabrication of 777 Airborne Instrument Enclosures. 

NASA/NSSC intends to issue a sole source contract to WELCH MECHANICAL DESIGNS, LLC 1200 Technology DR Suite N Aberdeen, Maryland 21001-1124, United States   under the authority of FAR 12.102(a). It has been determined that WELCH MECHANICAL DESIGNS, LLC  is the sole provider of Engineering Support and Fabrication of 777 Airborne Instrument Enclosures

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334519.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on 8/19/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
