This notice announces the intent of the 161st Air Refueling Wing (Air National Guard, USAF) to award a sole source, firm-fixed-price contract to Phillips Corporation for a Haas UMC-750 5-Axis Vertical Machining Center and associated accessories and services. - Sole source justification is based on Phillips Corporation being the exclusive distributor of Haas CNC Machine Tools to the U.S. Government. - The procurement includes: - One Haas UMC-750 5-Axis Vertical Machining Center (30" x 20" x 20" travel, integrated 2-axis trunnion rotary table, 30+1 tool changer, wireless probing, coolant system, electronic thermal compensation) - 15,000-rpm spindle, internal high-voltage transformer, coolant and machining package, and multiple tooling/accessory items (vises, cutters, risers, pull studs, collet sets, tool cart, chip clearing fans) - Delivery, rigging, installation, utility connections, and IUID tagging - The estimated contract value is $240,000. - The machine is required to match existing standardized equipment and is listed in the Air Force's Qualified Products List for vertical CNC milling. - Vendors may submit capability statements if they can provide an alternative that meets all salient characteristics; all vendors must be SAM registered with a valid UEI and CAGE Code. - The period of performance includes procurement, delivery, installation, and training, with a one-year warranty; no ongoing maintenance is included. - No competitive proposals will be considered unless a suitable alternative is demonstrated. - All technical and part number details are provided in the attachments.

Notice:

The 161 Air Refueling Wing (ARW) hereby publicizes its intention to solicit, negotiate, and award a commercial, Firm-Fixed-Price purchase order on a noncompetitive basis to Phillips Corporation (CAGE Code 3MPQ0) located at 7390 Coca Cola DR STE 200, Hanover, Maryland 21076-1937. The requirement is for the purchase of Haas Machinery listed in the attached Justification and Approval for Sole Source to Phillips Corporation. The Government intends to negotiate solely with Phillips Corporation. under the authority of FAR 12.102 and 10 USC 3204, only one source capable of meeting the government’s requirement. Supporting documentation is attached to this notice.

Response Instructions:

This is not a request for competitive proposals or quotes, and no solicitation document is available. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

All capability statements must be submitted in writing and must include:

Company Name Address Cage Code / Unique Entity ID (UEI) number Detailed technical specifications of the proposed alternative equipment, explicitly proving its capability to meet all salient characteristics. Delivery and installation requirements to be met by Statement of Work (SOW.)

A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered UEI and CAGE Code. It is the responsibility of interested vendors to monitor https://sam.gov for any amendments, which may be issued to this announcement.
