The U.S. Air Force is seeking specialized engineering services for structural analysis and non-destructive inspection of AN/FPS-117 radar towers in remote Alaska. - Government Buyer: - U.S. Air Force, Air Force Life Cycle Management Center (AFLCMC/ESGH), Atmospheric Early Warning System (AEWS) AN/FPS-117 Program Office - FPS-117/124 Radar Program Office, Hill AFB, Utah - Headquarters Eleventh Air Force (PACAF), 611 Air Support Squadron, ARS Program Director - OEMs and Vendors: - Espiritu Design LLC (sole-source, owns technical drawings for the towers) - Products/Services Requested: - Comprehensive structural engineering analysis and non-destructive inspections (NDI) of four to five AN/FPS-117 radar towers (sites: Fort Yukon, Indian Mountain, Tatalina, Sparrevohn) - Certified load-bearing capacity reports for each tower - Technical reports (initial and final) per tower, delivered within specified timelines - Technical Interchange Meetings (TIMs) with government program office - Travel to remote sites, reimbursed per Joint Travel Regulations - Engineering and technical support services related to inspections and reporting - Base operations support services (lodging, meals, transportation, cargo handling, waste disposal, fuel purchase, internet/phone coordination) - Unique/Notable Requirements: - Sole-source to Espiritu Design LLC due to ownership of technical data and drawings - Alaska-licensed Professional Engineer required for certification of reports - Onsite fieldwork limited to May-September environmental window in northern Alaska - Reports must be delivered progressively to avoid delays before radome installation - Personnel security vetting, site arrival requests, and coordination for base support services - Travel to remote locations with limited infrastructure and bed space - Contract value estimated to exceed $10M - 100% small business set-aside under NAICS 541330 - Firm-fixed-price and time & materials contract structure

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA8217-26-R-B005 is issued as a request for proposal (RFP) for a Firm-Fixed Price (FFP) and Time & Materials (T&M) contract for engineering services to complete comprehensive structural analyses and non-destructive inspections (NDI) of four AN/FPS-117 Radar towers across Alaska.

This is a Sole-Source effort to Espiritu Design LLC. Espiritu currently owns the technical drawings of the FPS-117 Radar towers which are required to complete these analyses. Since the Government does not own these drawings, they cannot be provided to the public in a full and open competition.
