The City of East St. Louis is soliciting Statements of Qualifications from qualified independent contractors to provide Community Solar Outreach and Subscriber Management Services. This effort supports the City's Community Solar Initiative funded through the Illinois Department of Commerce and Economic Opportunity (DCEO) Equitable Energy Future Grant. The solicitation requires submission of three sealed copies of qualifications by August 24, 2026, at 10:00 a.m. The City reserves the right to reject all bids, request additional information, negotiate modifications, and waive irregularities as deemed in its best interest.
