The Federal Trade Commission (FTC) Oklahoma City is seeking suppliers for a broad range of kosher, halal, and general subsistence food products for the 1st quarter of fiscal year 2027. - Government Buyer: - Federal Trade Commission, Oklahoma City - Products Requested: - Kosher and halal certified meals (e.g., beef goulash, chicken cacciatore, cheese omelet, filet of sole, meatballs, meatloaf, vegetarian lasagna, stuffed peppers) - General subsistence items: meats (beef, chicken, turkey, fish), dairy (cheddar, mozzarella, butter), eggs, tofu, beans (multiple varieties), vegetables (frozen and canned), condiments (catsup, mayonnaise, peanut butter, soy sauce, Worcestershire sauce), pasta, rice, salad oil, disposable utensils - Large quantities: e.g., 300,000 disposable sporks, 270,000 fresh eggs, 400,000 jelly packets, 30,000 kosher catsup packets - All items must comply with federal food safety and labeling regulations, including kosher and halal certifications - Unique/Notable Requirements: - Kosher and halal certification required for relevant items - Weekly or monthly deliveries for certain products (e.g., eggs, box lunches) - Products must be individually packaged and labeled with certification marks where applicable - Compliance with USDA grades and federal standards for meats, dairy, and vegetables - No specific OEMs or branded vendors are named; products are described by type and certification. - Quantities range from hundreds to hundreds of thousands per item. - Offerors must supply a wide variety of food products, both specialty (kosher/halal) and standard subsistence, in bulk and individual packaging.

Description

The Federal Bureau of Prisons, Federal Transfer Center, Oklahoma City, Oklahoma, intends to issue solicitation 15B51326Q00000011, for the requirement of QUARTERLY – DAIRY, MEATS, GENERAL SUBSISTENCE, and KOSHER. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2026-01.  This solicitation is 100% small business set aside.  The NAICS code for this requirement is 311999, which contains a size standard of number of employees not to exceed 500 employees.  Offers will be FOB destination with delivery being October 1, 2026, through October 30, 2026.  Deliveries will be made to Federal Transfer Center, 7410 S. MacArthur Blvd., Oklahoma City, OK 73169, in accordance with the delivery schedule contained in the solicitation. The contract type will be firm-fixed price.  Past performance will be considered approximately equal in value to price. Past Performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.), may result with the vendors quotes being considered as a non-responsible vendor. The Government will award to the responsible offeror(s) whose offer conforms to the solicitation based on price.  Payments will be made via Government Purchase Card for awards at or below $15,000.00.  Awards that are over $15,000.00 will be written as purchase orders and payable by EFT.  The solicitation will be made available on or about August 14, 2026, and will be posted to Contract Opportunities found from website:  https://sam.gov  Hard copies of this solicitation will not be made available.
