Pre Solicitation Notice Tar Lake SuperfundTHIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. The U.S. Army Corps of Engineers (USACE) Detroit District is seeking a contractor to provide environmental services for the excavation of contaminated soil and expansion of a bio-sparge system at the Tar Lake Superfund Site in Mancelona Township, MI. The project will involve excavation of approximately 172,500 tons of contaminated soil with temporary shoring, backfilling with clean imported soils, installing 45 new bio-sparge wells, and an approximately 160 square foot pre-engineered structure to house the compressors. Ancillary activities include abandoning existing groundwater monitoring wells, installing new groundwater monitoring wells, installing erosion control measures, conducting a utility survey to locate existing bio-sparge system piping, confirmation soil sampling, and site restoration. The U.S. Army Corps of Engineers (USACE) Detroit District intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price environmental services project. The base contract consists of work associated with environmental excavation of the Tar Lake Superfund Site in Mancelona Township, Michigan. There is one (1) option included with the solicitation. General Information: The Government intends to solicit this opportunity as an Invitation for Bid (IFB) as a 100% set-aside for small business. The Government intends to issue a firm-fixed price contract. A bid bond is required. The North American Industrial Classification (NAICS) code for this work is 562910 (Exception), Environmental Remediation Services, which has a small business size standard of up to 1,000 employees. The Solicitation is anticipated to be issued August 2026.
