The Inland Empire Utilities Agency (IEUA) is seeking qualified contractors for a Master Services Agreement to provide a comprehensive suite of maintenance and environmental consulting services for its groundwater recharge facilities in San Bernardino County, California. - Government Buyer: - Inland Empire Utilities Agency (IEUA), Contracts & Procurement office - Scope of Services: - On-call environmental consulting services, including labor, materials, research, and equipment for environmental tasks - Maintenance and support services at 19 groundwater recharge sites (46 basins), such as: - Backhoe and blading operations (grader, dozer, etc.) - Earth/soil/silt material handling, windrowing, loading, hauling, and disposal - Basin grading, contouring, and smoothing - Trenching, concrete work, and dewatering/water pumping - Vegetation abatement, screening, and hydro-seeding - Riprap placement, channel cleaning, trash management - Roadway resurfacing, asphalt repair/installation, and road-building material supply - Soil ripping (up to 48 inches), slope restoration, storm flow/spillway and berm/cofferdam construction or restoration - Shotcrete for soil stabilization - K-rail installation/removal and traffic control services - Notable Requirements: - Multiple contractors may be awarded under the Master Services Agreement - Proposals must include staff qualifications, references, and a fully burdened rate schedule - Compliance with California prevailing wage laws, insurance, confidentiality, and environmental/safety regulations - Electronic-only bid submission and mandatory pre-bid meeting - Task Orders will be issued on an as-needed, time-and-materials basis with not-to-exceed limits - No specific OEMs or product part numbers are mentioned; services are labor- and equipment-based - Unique aspects include the breadth of services required and the as-needed, on-call nature of the work

Description

This solicitation is for the provision of master services related to groundwater recharge and basin cleaning at the Inland Empire Utilities Agency's 17 groundwater recharge sites, which include 46 individual basins. The scope of work includes a wide range of support services such as backhoe, blading, earth material handling, silt disposal, basin grading, trenching, concrete work, dewatering, vegetation abatement, riprap placement, trash management, channel cleaning, road building and repair, soil ripping, hydro-seeding, slope restoration, spillway and berm construction, shotcrete services, and traffic control. Proposals must be submitted electronically by September 21, 2026, with a mandatory pre-bid meeting on August 26, 2026. Multiple contractors may be qualified and awarded a Master Services Agreement.
