Elevator Third-Party Inspection and Testing Services for the Brooklyn VA Medical Center and St. Albans VA Medical Center This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This solicitation is set aside for SDVOSBs. The associated North American Industrial Classification System (NAICS) code for this procurement is 541350 - Building Inspection Services, with a small business size standard of $11.5 million. The FSC/PSC is H335. The Veterans Health Administration of Brooklyn and VA St. Albans CLC has a requirement for a Five-Year Safety Test (Category 5) elevator inspection services and an annual safety test of elevators and dumbwaiters inspection services (Category 1). STATEMENT OF WORK (SOW) Scope of Work: The Contractor shall provide elevator inspection services under a 12-month base contract period, including four option years. Services shall include the performance of a Five-Year Safety Test (Category 5) inspection as well as annual and semiannual Safety Tests inspections (Category 1) for elevators and dumbwaiters. All services shall be performed at the following addresses: Brooklyn VA Medical Center, 800 Poly Place, Brooklyn, NY 11209-7104 St. Albans VA Medical Center, 179-00 Linden Boulevard, Queens, NY 11424-1468 Objective: The Contractor shall inspect five-year safety tests when applicable and annual and semiannual safety test of elevators and dumbwaiters in accordance with all requirements set in the base year and all four option periods. Performance Period: The government requires a 12-month base contract period, including four option years: Base: 09/07/2026 - 09/06/2027 Option 1: 09/07/2027 - 09/06/2028 Option 2: 09/07/2028 - 09/06/2029 Option 3: 09/07/2029 - 09/06/2030 Option 4: 09/07/2030 - 09/06/2031 Annual and Semiannual Safety Test: Tests shall be performed in accordance with OSHA 1917.116 / ASME A17.1 standards. The Contractor shall witness and certify the inspections, which shall be scheduled to minimize impact on patient care and operations. Five Year Safety Test: A comprehensive five-year safety test shall be performed on elevators and dumbwaiters listed during the base year within 30 days of award, following ASME standards, including testing weights and re-inspection procedures. Reports: The Contractor shall submit reports upon completion of inspections, including all applicable documentation, within 15 working days. Qualifications of Inspectors: Inspectors shall meet ASME QEI-1 standards, be certified, and maintain current certifications throughout the contract. Facilities: The scope includes maintenance of elevators and dumbwaiters at specified buildings within Brooklyn VA Medical Center and St. Albans Community Living Center, with detailed listing of elevators and their functions. Security Requirements: Personnel must consent to background checks, display VA-issued ID badges, and follow key control procedures. All government equipment and property shall be safeguarded. Elevator Out of Service: Notification procedures for elevators taken out of service, signage requirements, and scheduling considerations are outlined to ensure safety and minimal disruption.
