The Environmental Protection Agency (EPA) has finalized a determination that the Portola nonattainment area in Plumas County, California, attained the 2012 annual PM2.5 National Ambient Air Quality Standard (NAAQS) by the December 31, 2025 attainment date. This determination is based on ambient air quality monitoring data from 2023 through 2025. The EPA also finalized a clean data determination (CDD) based on 2023-2025 data and preliminary 2026 data, which suspends certain attainment planning requirements as long as the area continues to meet the standard. The rule is effective September 14, 2026, but does not constitute a redesignation to attainment status.
