The U.S. Air Force at Niagara Falls Air Reserve Station is seeking qualified contractors for a SABER (Simplified Acquisition of Base Engineering Requirements) IDIQ contract to support a wide range of minor construction, maintenance, and repair projects: - Government Buyer: - U.S. Air Force, 914th Civil Engineer Section (914th MSG/CE), Niagara Falls Air Reserve Station - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Products/Services Requested: - SABER contract services for maintenance, repair, and minor/new construction across civil, structural, mechanical, electrical, plumbing, and environmental disciplines - Installation of 10 isolation post indicating gate valves on the effluent side of an underground oil water separator at building B919 - Associated construction materials and equipment, including PVC couplings, pipe clamps, aggregate, backfill, seeding, water utility gate valves, and HDPE sanitary sewer piping - Environmental management and protection services, including hazardous waste handling, stormwater pollution prevention, and compliance with federal, state, and local environmental laws - Specialized services for construction in or near PFOS/PFOA sites, including HAZWOPER training, health and safety plans, and waste disposal coordination - Unique or Notable Requirements: - Compliance with the Buy American Act - Detailed design, quality control, and safety plans required for each project - Environmental protection plans and submittals are mandatory for all construction activities - Contractors must manage hazardous materials, minimize pollution, and protect biological and cultural resources - Adherence to federal identification guidelines and base access procedures - All work must comply with DoD and EPA guidance for handling and disposing of PFAS-containing materials - Contract Details: - IDIQ contract with a 12-month base period and four 12-month option periods (up to five years total) - Maximum contract value of $8 million - Individual task orders range from $5,000 to $1.5 million - Set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB)

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA6670-26-Q-0015 is issued as a Request for Quotation (RFQ), for the Simplified Acquisition for Base Engineering Requirements (SABER) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract.  The SABER program is a tool in which the 914 Civil Engineering Squadron utilizes to expedite minimum design efforts and accomplish minor construction, maintenance and repair projects in support the mission of the 914 ARW at Niagara Falls Air Refueling Station. 

IDIQ ceiling will be $4.9M over the 5-year ordering period of the contract.

This acquisition is set-aside to eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with RFO 19.106. Quotes received from offerors not represented as a SDVOSB will be rejected.  This solicitation incorporates provisions and clauses by reference.
