Arlington National Cemetery Historic Stone Boundary Wall Repair (Phase VI)

This opportunity is for the repair and reconstruction of the historic stone boundary wall at Arlington National Cemetery, managed by the U.S. Army through MICC Fort Belvoir and Arlington National Cemetery. - Government Buyer: - U.S. Army, Mission Installation Contracting Command (MICC) Fort Belvoir - Arlington National Cemetery - Scope of Work: - Deconstruction and reconstruction of approximately 550 linear feet of historic stone boundary wall (Sections 17 and 18) - Use of historically accurate methods and materials - Careful removal, numbering, mapping, and storage of bluestone capstones for reuse - Removal of bonded mortar and reconstruction of pilasters - Erosion and sediment control, tree protection, site safety, and restoration (including sod installation) - Project management, engineered design submission, quality control, safety plans, documentation, photographic records, and final reporting - Key Requirements: - Experienced stone masons and project management personnel (minimum 5 years relevant experience) - Contractor must have completed at least three similar projects - Strict security and quality control measures - Firm-fixed-price contract set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) - No specific OEMs, vendors, or part numbers are mentioned; the focus is on specialized construction services and materials for historic preservation.

Description

Proposal Requirement: The Contractor shall submit a technical proposal that fully addresses the requirements of the SOW. A separate price proposal will also be submitted with a detailed breakdown of labor, equipment, materials, and all other associated costs. Proposals are to be submitted electronically.  The proposal submitted by the Vendor must be technically acceptable in a line by line review, conducted by the Government, as compared to the scope of work in the SOW. Additionally, the Vendor’s proposed price must be in line with the Government Estimate.

Basis for Award: This requirement is intended a a Lowest Price Technically Acceptable competitive award using simplified acquisition procedures.  The proposal submitted by the Vendor must be technically acceptable in a line by line review, conducted by the Government, as compared to the work required within the associated SOW. Additionally, the successful Vendor’s proposed price must be the lowest of all technically acceptable proposals.  This price shall also be determined both fair and reasonable by the Government.
