The U.S. Navy, through the Fleet Logistics Center San Diego and the Naval Civil Engineer Corps Officers School (CECOS), is seeking a small business to provide and install Advanced RF Technologies, Inc. (ADRF) Distributed Antenna System (DAS) components and related services for Building 1444 at Port Hueneme. - Government Buyer: - U.S. Navy, Fleet Logistics Center San Diego (NAVSUP FLT LOG CTR SAN DIEGO) - Naval Civil Engineer Corps Officers School (CECOS), Center for Seabees and Facilities Engineering - OEMs and Vendors: - Advanced RF Technologies, Inc. (ADRF) – primary and required OEM for all DAS components - Westell and Microlab – OEMs for antennas and splitters - Peplink – OEM for remote monitoring modem - Products/Services Requested: - ADRF Distributed Antenna System (DAS) hardware, including: - High isolation donor antennas (PCS/AWS/WCS/BRS + C-Band, 600/700 MHz/Cell/SMR) - ADRF active RF modules (BRS, AWS, 5G NR N77H) - Passive components: splitters, directional couplers, tappers (Westell, Microlab) - Westell round ultra slim omni antennas (15 units) - Microlab 6dB tappers (8 units) and 2-way Wilkinson splitters (8 units) - Peplink MAX BR1 modem for 24/7 remote monitoring - Installation, commissioning, and testing services for LTE and 5G NR coverage - Site survey and Peplink setup - Quantities: - Most hardware items are single units, except for antennas and splitters (up to 15 units) - Unique/Notable Requirements: - Brand name only: All DAS components must be ADRF-manufactured for compatibility and infrastructure reuse - Upgrade must support both LTE and 5G NR cellular coverage for emergency response - Peplink modem required for continuous remote monitoring - Installation must avoid costly rewiring by reusing existing infrastructure where possible - 100% Small Business Set-Aside; firm-fixed-price contract - Period of Performance: - Equipment delivery within 20 days of order; installation and commissioning over approximately 1 year, with some work concentrated in a 1.5-month window

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, “Acquisition of Commercial Products Commercial Services”, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request for Quotation is being requested, and a written solicitation document will not be issued.

The solicitation number N00244-26-Q-0083 is being issued as a Request for Quote (RFQ). RFQ N00244-26-Q-0083 shall be used to reference any written quote provided under this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 published in the Federal Register on March 13, 2026. This is a 100% Small Business Set-Aside Brand Name competition requirement. The North American Industry Classification System (NAICS) code for this project is 334220 with a size standard of 1,250 (# of employees).

All interested companies shall provide a quotation for Advanced RF Technologies, Inc. (ADRF) Distributed Antenna System (DAS) components and installation services in accordance with the statement of work (SOW). Please see attached SOW for further details.

This combined synopsis/solicitation will close at 11:00 AM (PDT) on 18 AUGUST 2026. Submit vendor quote to the Contract Specialist, Ms. Elisa Allison, via email to the address elisa.r.allison.civ@us.navy.mil and stating - SOLICITATION N00244-26-Q-0083 DAS.

Questions on this solicitation shall be submitted to the Contract Specialist via email. The Government will attempt to answer all questions in timely manner and will be made available publicly. However, question(s) submitted near the solicitation closing date may not provide sufficient time for the Government to respond. Therefore, quoters are hereby directed to submit question(s) no later than 11:00 AM (PDT) on 14 AUGUST 2026. QUESTIONS AND CONCERNS REGARDING THIS SOLICITATION HAVE TO BE SUBMITTED VIA EMAIL. ANSWERS FOR THIS SOLICITATION WILL BE PROVIDED IN THE FORM OF AN AMENDMENT TO THIS SOLICITATION.
