The Federal Aviation Administration (FAA) is seeking a contractor to provide comprehensive water treatment services at the Minneapolis Air Route Traffic Control Center (ZMP ARTCC) in Farmington, MN. - Government Buyer: - Federal Aviation Administration (FAA), AAQ-500 Regional Acquisitions, Minneapolis District Office - Scope of Services: - Complete water treatment program for boilers, cooling towers, chilled water systems, and closed loops - Includes chemical supply, biocide treatments, corrosion control, efficiency monitoring, testing, monitoring, training, and emergency response - Biweekly site visits, annual reviews, and detailed reporting required - All chemicals must be available on GSA schedule and delivered promptly - Notable Requirements: - Contractor must have ISO 9001:2015 certification and in-house laboratory capabilities - Must provide all labor, materials, equipment, transportation, insurance, notifications, licenses, permits, fees, and supervision - Past experience with similar water treatment contracts required - Period of Performance: - Base year plus four option years (total potential duration: five years) - No specific OEMs, vendors, or part numbers are named in the solicitation - Estimated contract value is not specified, but typical water treatment contracts of this scope are in the low to mid six-figure range over five years

Description

The Federal Aviation Administration (FAA), AAQ-500 - Regional Acquisitions, is issuing a Screening Information Request (SIR) Number 697DCK-26-R-00373 Water Treatment at the ZMP ARTCC in Farmington, MN.  The procurement will be awarded as a Firm-fixed Price Contract with the NAICS code of 221310 and proposals will be evaluated in accordance with SIR Clause SA56 Evaluation Factors for Award.

There is an optional site visit at the Date(s) and Time(s) listed below. The meeting point and any pertinent site visit instructions will be provided to the attendees once interest is expressed.

August 19, 2026, 10:00 am Local time-Minneapolis Air Route Traffic Control center (ZMP ARTCC), 512 Division Street, Farmington, MN 55024

Please email the Contracts Specialist at Anna.F.Glover@faa.gov with the names of those attending and the name of the company they are representing, no later than August 18, 2026 by 4:00 pm Eastern Time. Each company will be limited to two (2) total attendees. Contact information for the facility POC will be sent when confirmation of attendance is received.

Glover, Contract Specialist, at anna.f.glover@faa.gov no later than 5:00 pm Eastern Time on August 19, 2026. Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the SIR will be posted on SAM.gov.

Please review all pages of the attached Solicitation before submission of proposals. Instructions for proposals are included in Section L of the SIR and Evaluation Factors for Award are located in Section M of the SIR.

In accordance with AMS Clause 3.3.1-33 Contractors must be registered in the System for Award Management, www.sam.gov by the established due date for receipt of offers.

DURING SOLICITATION, ALL COMMUNICATIONS ARE TO BE CONDUCTED VIA EMAIL (anna.f.glover@faa.gov). NO PHONE CALLS WILL BE ACCEPTED. Proposal Submissions must be received no later than 5:00pm Eastern Time on Wednesday, September 2, 2026. It is the Offerors full responsibility to ensure that proposals are received as specified above. Proposals submitted after the due date and time will not be accepted.

Offerors are advised that the FAA will not be liable for any costs associated with the submission of inquiries to this announcement and/or responses to this Solicitation.
