1.0 Introduction
The Naval Air Systems Command (NAVAIR), Commander, Fleet Readiness Centers (COMFRC), Patuxent River, Maryland intends to procure a requirement for continued maintenance support of the warfighter. The Government requires a standard and preventative maintenance service agreement for the North Star Imaging Computed Tomography X5000 (CT Scanner) equipment.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements.

3.0 Requirement Description
To meet this requirement the potential offeror must be an authorized reseller of the NSI CT X5000 Scanner and be able to access the OEM maintenance manual referenced in the DRAFT Statement of Work.
Proof of Authorized Reseller Status: If the responding company is not the OEM, a letter or official documentation from the OEM confirming the respondent is an authorized reseller capable of providing the required software licenses and support to the Federal Government.

4.0 Eligibility
a. The applicable NAICS code for this requirement is 811310, "Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance” with a Small Business Standard of $12.5M.
b. The Product Service Code is J036 "Maintenance/Repair/Rebuild of Equipment – Special Industry Machinery".
c. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Note: FAR 52.219-14 Limitation on Subcontracting requires a small business prime on a Set-Aside to perform at least 50% of the cost of contract performance. Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. 5.0 Submission Details
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
Although the Government intends to sole source this requirement, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the response deadline.
Any vendor who believes they can meet this requirement as outlined in paragraph 3.0 must submit a brief capability statement that adheres to the following instructions:
