11. Description: The Air Force Test Center (AFTC), Edwards AFB, CA, intends to award a Firm-Fixed-Price (FFP) Sole Source Purchase Order to S3 Aerodefense (CAGE: 4GPC1) for four (4) Champion Aerospace 28VS50Y-30 Aviation Power Converters.

This action is conducted under the authority of 41 U.S.C. 1901, as implemented by RFO FAR 12.102(a), which authorizes restricted competition for acquisitions valued at or below the Simplified Acquisition Threshold (SAT) when only one source is reasonably available. This notice serves as a combined synopsis/solicitation for commercial products in accordance with RFO Part 12. A separate written solicitation will not be issued.

Requirement Baseline: The F-16 FINS project requires a Commercial Off-the-Shelf (COTS) direct drop-in replacement for the inactive military power supply. To prevent cost-prohibitive structural and wiring modifications to the F-16 avionics bay, the procurement is restricted to the Champion Aerospace 28VS50Y-30.

Market research dictates this is the only known commercial unit providing the exact Form, Fit, and Function (F3) equivalent, specifically:

Form: Strict compliance with the 9.5" x 4.6" x 4.2" F-16 avionics bay envelope. Fit: Native integration with the existing legacy MS27472E16B8P receptacle. Function: Fully compliant with MIL-C-7115F power conversion, ripple, and surge tolerances.

Instructions to Industry: This Notice of Intent is NOT a request for competitive quotes. The Government intends to solicit and negotiate with only one source.

However, any responsible firm that believes it manufactures a COTS product meeting these exact F3 specifications may submit a capability statement or quotation prior to the closing date. Generic marketing material will be discarded. To be considered, submissions must include detailed mechanical drawings, pinout configurations, and MIL-C-7115F testing certifications proving the unit is an exact drop-in equivalent.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
