The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy, is seeking specialized engineering and software development services for the Rudder Analysis Verification and Evaluation (RAVE) system: - Government Buyer: - Naval Surface Warfare Center Carderock Division (NSWCCD), Department of the Navy, Naval Sea Systems Command (NAVSEA), Contracting & Acquisitions Department (Code 02) - OEMs and Vendors: - Propulsor Technology, Inc. (PTI) is identified as the sole developer and owner of the proprietary software and algorithms required for the RAVE system - Products/Services Requested: - Engineering services to develop, assemble, and test the RAVE system for inspecting rudder tapers - Adaptation and integration of PTI's proprietary STAVE system software for rudder-specific geometries - Delivery of up to five RAVE systems for US Navy shipyards - Software development, system integration, training, and engineering support - Unique/Notable Requirements: - Sole source justification due to PTI's proprietary software and algorithms - 5-year Blanket Purchase Agreement (BPA) with a $3 million ceiling - 100% small business set-aside - Includes system development, software, training, and delivery/installation of up to five systems - Engineering support includes bi-weekly meetings, bill of materials, inspection procedure development, fixture design, and training program development
