This opportunity is issued by the US Army Marksmanship Unit at Fort Benning, through the Mission and Installation Contracting Command (MICC) Fort Benning. - The requirement is for a firm fixed price contract to rebuild two live-fire turning target control systems at Phillips Range. - Includes removal of all existing target control system components (controls, remotes, wiring, electrical hardware) - Design, fabrication, installation, programming, testing, validation, and commissioning of two new PLC-controlled turning target systems - Each system must support eight turning targets across four lanes - Key products and components requested: - Two programmable logic controllers (PLCs) with custom ladder logic - Two operator interface displays (HMIs) - One wireless handheld remote (4-function) for Barricade configuration - One wireless handheld remote (8-function) for Practical configuration - Spare PLC, HMI, and a complete set of spare I/O modules - Cabling and electrical components (Ethernet, signal/control wiring, relays, terminal blocks, surge/over-current protection) - Services required: - Removal of existing systems - Installation, programming, integration, and commissioning of new systems - On-site operator and troubleshooting training for government personnel - Delivery of PLC source code and as-built drawings - Unique requirements: - Wireless remotes must have a minimum 300 ft range - Practical remote must allow user-adjustable time intervals - Contractor must provide all labor, materials, equipment, tools, transportation, supervision, programming, and incidentals - No specific OEMs or vendors are named; the NAICS code is 334290 (Other Communications Equipment Manufacturing) - The period of performance is 120 calendar days from Notice to Proceed, with materials lead time of 4 to 8 weeks after order
Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is a non-personal services contract for the rebuild of two (2) live-fire turning target control systems consisting of eight (8) turning targets within four (4) lanes located at Phillips Range, Fort Benning, GA. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, programming, and incidentals necessary to remove the existing target control system components (controls, remotes, wiring, and associated electrical hardware) and design, fabricate, install, program, test, validate, and place into full operational service two (2)new turning target control systems on Phillips Range, in accordance with this PWS.
This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 334290: Other Communications Equipment Manufacturing with a size standard of 800 employees.
In response to this sources sought, please provide:
