This opportunity seeks commercial carpet removal and installation services for Building 7015 at Vandenberg Space Force Base, led by the U.S. Space Force and Department of the Air Force. - Government Buyer: - U.S. Space Force, 30th Civil Engineer Squadron (30 CES) - Department of the Air Force, 30th Contracting Squadron, Vandenberg SFB - OEMs (Original Equipment Manufacturers): - Bentley Mills - J & J Flooring Group - Mohawk Group - Mannington Carpets - Interface - Milliken - Tarkett - Products/Services Requested: - Removal of existing carpet and rubber base - Installation of approximately 1,832 square yards of modular carpet tile (NSF/ANSI 140 certified) and 1,344 linear feet of rubber base - Delivery, staging, unloading, and storage of new carpet products - Subfloor cleaning and repair to manufacturer specifications - Furniture moving and lifting to facilitate flooring replacement - Removal, recycling, and disposal of old materials with reporting requirements - Installation by manufacturer-certified professionals - Flooring, adhesive, leveling compound, and carpet base as separate line items - Unique/Notable Requirements: - Only approved carpet tile manufacturers may be used (see OEMs above) - Certified installers required for carpet installation - Recycling and reporting for removed materials - Base access required for site visits and work - 100% small business set-aside under NAICS 314110 - No award will be made until funds are secured - Price validity for 60 days - Evaluation based on price, technical capability, and past performance

Description

This is a combined synopsis/solicitation for commercial carpet installation and removal services prepared in accordance with the format in RFO subpart 12.202, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

See Attachment 1 – Performance Work Statement (SLD 30-SE Carpet PWS 9Jul26_Redacted), for detailed description of services required.

A Site Visit will be conducted on Wednesday 26 August at 9:00 AM (PST). It will take place at Building 7015, Vandenberg SFB, CA. If you require base access, please contact the Contracting Officer to arrange your pass no later than 10:00 AM (PST) Wednesday 19 August 2026.

Any questions are due no later than 10:00 AM (PST) Friday, 28 August 2026

Quotes are due no later than 12:00 PM (PST) Tuesday, 1 September 2026

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
