This notice announces a sole source procurement by the Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) for six (6) NADA Scientific Model N98-ND9130 Automotive Air Conditioning System Trainers. - Purpose: Trainers are required for the Construction Mechanic (CM) "C" School Automotive Air Conditioning course at the Naval Construction Training Center (NCTC) in Port Hueneme, CA. - OEM Requirement: Only NADA Scientific Model N98-ND9130 is acceptable due to curriculum integration and proprietary instructional design; no substitutes or alternate vendors will be considered. - Equipment Details: - Each trainer is factory new, fully assembled, and includes all standard components, accessories, and operational materials for full training capability. - Features include R134a system, piston compressor, condenser, evaporator, expansion valve, pressure switch, thermostat, dehydrating filter, fault simulation, troubleshooting device, and 220V/3-phase operation. - Trainers are mobile (on wheels) and designed for instructional use. - Commercial Opportunity: Interested parties must demonstrate authorization to distribute NADA Scientific products and technical capability to meet all requirements. - Period of Performance: Delivery is expected between June 10, 2026, and September 30, 2026. - Sole Source Justification: The trainers are specifically listed in the course Resource Requirement List (RRL) and are required for curriculum compliance.

NOTICE OF INTENT

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT

A REQUEST FOR COMPETITIVE QUOTES

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i); Only One Source Responsibly Available and no other supplies or services will satisfy agency requirements to: NADA SCIENTIFIC LIMITED, 39 BUTTERNUT ST, CHAMPLAIN, NY 12919-5123, for six (6) Automotive Air Conditioning System Trainers, Model N98-ND9130, manufactured by NADA Scientific, to support training operations within the Construction Mechanic (CM) "C" School Automotive Air Conditioning course (CIN A-610-0052) at Naval Construction Training Center (NCTC), Port Hueneme, California. The items are listed in the Resource Requirement List (RRL) and no other vendor can supply the NADA Scientific Automotive Air Conditioning System Trainer for CM "C" School for Automotive Air Conditioning. Acquiring equipment outside the RRL would require curriculum modification, instructor retraining, and revision of course materials, resulting in unacceptable delays to personnel training and potentially disrupt the Navy’s training pipeline. The anticipated award date of this action is on or before 17 August 2026. The applicable NAICS code is 336390.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.  All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
