Brand Name Justification for Distech and Honeywell Controllers for Navy Facility Control Systems

NAVFAC Northwest is authorizing the exclusive use of Distech EC Line and Honeywell Optimizer programmable building controllers for Facility Related Control Systems (FRCS) at multiple Navy installations. - Applies to Naval Base Kitsap, NAS Whidbey Island, Naval Station Everett, Naval Magazine Indian Island, and all NAVFAC Northwest special areas - Only Distech (EC Line) and Honeywell (Optimizer Line) controllers and software are approved for procurement - Justification is based on the need for standardization, cybersecurity compliance, and interoperability with the Navy's Control System Platform Enclave (CSPE) - No alternative manufacturers or product lines are permitted under this justification - Approved Distech models include ECY-203, ECY-300, ECY-400, ECY-600 (with some model exceptions), ECY-S1000, ECY-APEX, ECB-300, ECB-400, and ECB-600 series - Approved Honeywell models include Optimizer Unitary and Optimizer VAV controllers - Controllers must not have Hand-Off-Auto functionality, interactive operator interfaces, wireless communication, or require recurring Niagara SMA licensing - Controllers must be configurable to use BACnet MSTP protocol and programmable through a JACE running the latest Niagara firmware - This is a brand name justification, restricting competition to the specified OEMs and product lines

This Class Justification and Approval (CJ&A) authorizes and approves the use of brand name commercial equipment from the following manufacturers (referred to in this document as “Specified Manufacturer[s] and Product Line[s]"):

This CJ&A applies to all contract actions for Facility Related Control Systems (FRCS) using programmable building controllers to interface with the Direct Digital Control (DDC) system at installations Naval Base Kitsap (NBK), Naval Air Station Whidbey Island (NASWI), Naval Station Everett, Naval Magazine Indian Island, and all special areas for each of the installations.  These areas are referred to this document as “installation” and include all Navy Installations and special areas under the cognizance of this FEC.
