THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. The government will not pay nor reimburse any costs associated with responding to this request. The government is under no obligation to award a contract as a result of this announcement. The Department of Veterans Affairs is seeking a qualified Architect-Engineering (AE) firm to provide architect-engineer (A/E) design and construction period services to install a new Philips large bore 1.5T "helium free" (Magnetic Resonance Imaging) MRI unit. The work involves renovating four rooms (A214, A217) in the second-floor MRI Section of the A-Wing, with rooms A216 and A217 outside the MRI Zone 3 barrier. The project number is 528A8-CSI-806 and the location is the Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208. This requirement is being procured in accordance with the Brooks Act as implemented in RFO FAR part 36. Applicable NAICS code is 541310 with a small business size standard of $12.5 million. This is a 100% Service-Disabled Veteran Owned Small Business Set Aside. The anticipated award date of the proposed A-E Contract is on or before December 24, 2026. Potential contractors must be registered in SAM (www.sam.gov) and verified as SDVOSB in the Small Business Administration Dynamic Small Business Search (https://dsbs.sba.gov/search/dsp_dsbs.cfm) at the time of submission of their qualifications to be considered for an award. To ensure compliance with VAAR clauses 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction (JAN 2023)(DEVIATION) and 852.219-73 VA Notice to Total Set-Aside for Verified Service-Disabled Veteran-Owned Small Businesses (JAN 2023)(DEVIATION), all firms submitting an SF 330 must indicate the percentage of contract performance costs expended on their employees and in which disciplines, as well as the percentage and details of any other consultants or subcontractors used, including their names, locations, and business types. Failure to provide this information will render the SF 330 nonresponsive. All A/E firms are advised that, in accordance with VAAR 836.606-71, the total cost of design, plans, drawings, and specifications shall not exceed six percent (6%) of the estimated construction cost. Other A-E fees are not included in this percentage. Additionally, RFO FAR Clause 52.236-22 (d) - Design Within Funding Limitations, will apply. Type of Contract Contemplated The Department of Veterans Affairs is considering awarding a firm fixed-price contract. Design Completion Period The A/E shall deliver design submittals in accordance with the schedule from the issuance of the Notice to Proceed (NTP). The services include renovation of rooms A214 and A217 to support the installation of a new Philips large bore 1.5T "helium free" MRI unit. Selection Criteria Descriptions Professional qualifications: Provide resumes and qualifications of team members, including experience and registration, especially for Project Managers and Designers of Record. The lead designer in each discipline must be registered, but not necessarily in the project’s state. Specialized experience and technical competence: Demonstrate experience in designing MRI suites, HVAC, electrical systems, hospital renovations, hazardous materials, and related areas. Provide up to five relevant projects with details. Capacity: Show ability to manage multiple projects, current workload, and availability of key personnel. Past performance: Submit CPARS/ACASS evaluations or PPQs for each project listed under Criterion 2, including recent and relevant work. Geographical location: The firm’s office must be within 400 miles of the project site, with address and distance provided. Experience in construction period services: Cite projects involving inspections, review of submittals, RFI support, and contract change support. Small Businesses as Subcontractors: Identify SDVOSBs, VOSBs, and other small businesses to be used as subcontractors, including scope and socioeconomic categories. Limitations Details regarding VA notices, definitions, and requirements for SDVOSB concerns, including ownership, control, certification, and subcontracting limitations, are provided. The submittal should include SF 330 parts I and II, attachments, and specific information such as the solicitation number, project number, cover page, table of contents, certifications, DUNS, Cage Code, Tax ID, and contact information.
