The Department of Veterans Affairs (VA) is seeking a comprehensive fleet management and key distribution solution for the VA Pacific Islands Health Care Systems Akaka Community Based Outpatient Clinic. - Government Buyer: - Department of Veterans Affairs (VA) - VA Pacific Islands Health Care Systems (VAPIHCS) - Technology Acquisition Center, Office of Procurement Operations - OEMs and Vendors: - Agile Fleet (OEM, manufacturer of FleetCommander) - Government Marketing & Procurement, LLC (GMP) (sole authorized reseller, SDVOSB) - Products/Services Requested: - Agile Fleet FleetCommander automated fleet management and key distribution system - Includes software licensing, specialized key-dispenser hardware, integration components, and ongoing support - FedRAMP-authorized SaaS Fleet Management Information System (FMIS) - Modules for vehicle/equipment management, driver/user management, motor pool, key control, integrated reports, RFID setup, and Single Sign On (OAuth) - Optional modules for assigned vehicle and maintenance management (up to 2,400 vehicles monthly) - Project management, configuration, implementation, remote admin training (up to 6 administrators) - Ongoing support, maintenance, and technical compliance reporting (including AI/LLM documentation and monitoring) - Unique/Notable Requirements: - Brand name only: Agile Fleet FleetCommander (proprietary solution) - Solution must be FedRAMP-authorized and meet VA cybersecurity requirements - Sole source justification due to proprietary technology and single authorized reseller - Extensive compliance, monitoring, and reporting deliverables (including AI/LLM documentation) - Multi-year contract: 12-month base period with four 12-month option periods - Optional tasks for expanded vehicle and maintenance management

Description

The Department of Veterans Affairs (VA), Office of Procurement Operations, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey intends to enter into a firm fixed price purchase order for brand name Agile Fleet FleetCommander. The solicitation is being issued on a full and open basis. The statutory authority being utilized is Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-2 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements . The delivery period is 90 days after date of award. The North American Industrial Classification for this effort is 541519. The anticipated award date is September 15, 2026. This notification shall close on August 20, 2026.
