The City of Waco, in partnership with McLennan County Emergency Assistance District (MCEAD 9-1-1) and McLennan County, is seeking qualified aerial data providers for a regional digital orthoimagery and impervious surface change mapping project. - Government Buyer: - City of Waco Purchasing Services Office - McLennan County Emergency Assistance District (MCEAD 9-1-1) - McLennan County - Project Scope: - Acquisition of high-resolution, 4-band (RGBN) digital orthoimagery at 6-inch ground sample distance - Coverage: 1,297 square miles of McLennan County - Impervious surface change mapping for 63,500 parcels within Waco city limits plus a 0.5-mile buffer (146.5 square miles) - Deliverables: - GeoTIFF tiles, compressed imagery (MrSID, JPEG2000), seamless county mosaics, vector indexes - Impervious surface datasets as categorized polygons in Esri File Geodatabase format - Technical Requirements: - Imagery must be captured during the early winter leaf-off period for optimal visibility - Acquisition window: January 1 to February 28, with an optimal sub-window from January 15 to February 15 - Project completion within 180 calendar days, including pre-flight planning, acquisition, processing, and delivery - Notable Requirements: - No specific OEMs or vendors are named; proposals must demonstrate expertise in aerial data acquisition, digital imagery processing, and change detection mapping - Compliance with City of Waco GIS data standards - Vendor registration with the City’s e-Procurement system - Submission Details: - Proposals accepted electronically via EUNA/Bonfire or by mail/drop-off - Public bid opening via Zoom

The City of Waco, in collaboration with McLennan County Emergency Assistance District (MCEAD 9-1-1) and McLennan County, is seeking sealed proposals for a qualified aerial data provider. The contract involves delivering high resolution, 4-band digital orthoimagery and seamless countywide mosaics captured during the early 2027 winter leaf-off window. The acquisition will include impervious surface changes for the Waco City Limits area of interest plus a half mile buffer.
