USCG Sole-Source Sustainment Contract for Rescue 21 Coastal System

The U.S. Coast Guard (USCG), under the Department of Homeland Security, is planning a sole-source, five-year IDIQ contract for the sustainment of the Rescue 21 Coastal (R21-C) system. - Government Buyer: - Department of Homeland Security - United States Coast Guard (USCG) - Command, Control, Communication, Computer, Cyber and Intelligence Service Center (C5ISC) Contracting and Procurement Office (CG-914) - OEM Highlight: - General Dynamics Mission Systems (GDMS) is the sole-source OEM for this contract due to proprietary system data and unique qualifications - Products/Services Requested: - Operations, maintenance, and sustainment engineering services for the Rescue 21 Coastal (R21-C) system - Support includes management, personnel, labor, materials, equipment, IT resources sustainment, equipment obsolescence upgrades, and base station radios - Notable Requirements: - Sole-source justification based on proprietary access and technical data held by GDMS - Contract supports 32 USCG sectors with critical search and rescue communications - Sustainment is required until the next-generation Coastal Sentinel system is fully operational (estimated minimum of seven years for transition) - Funding will use O&M funds for Fiscal Year 2026 and beyond
