Description

THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.   This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 3204(a)(2) set forth in Federal Acquisition Regulation (FAR) 6.302-2, Unusual and Compelling Urgency. 

General Services Administration (GSA) Assisted Acquisition Services (AAS) (Air Force/Navy/Space Force) and the United States Marine Corps (USMC) 2nd Marine Aircraft Wing (2D MAW), Marine Aircraft Group 26 (MAG-26), have identified a need to award a 6-month Firm Fixed-Price Bridge Contract on a noncompetitive basis  to Tyonek Services Overhaul Facility-Stennis, LLC (CAGE 7KWV2) for continued performance of MV-22 Contractor Maintenance Support (CMS) at Marine Corps Air Station New River, NC.  Services performed under this sole source contract will include the continuation of non-personal services to support the six (6) Tactical Aircraft (TACAIR) Squadrons of MAG-26 based at Marine Corps Air Station (MCAS) New River, North Carolina. These maintenance services will be provided at both Organizational Level (O-Level) and Intermediate Level (I-Level) and include local squadron procedures, applicable maintenance documentation systems, Naval Aviation Maintenance Program requirements, safety requirements, base access requirements, and MV-22-specific maintenance processes.

The current MV-22 CMS Contract (47QFRA23C0003) expires 19 SEP 26. The sole source bridge contract will include a limited performance period of six (6) months, consisting of a two (2) month base period and four one (1) month option periods, commencing 20 SEP 26 – 19 MAR 27.    

The issuance of this limited sole source bridge contract will ensure ample time for the Government team to award the competitive follow-on contract. Award to anyone other than the incumbent contractor (Tyonek Services Overhaul Facility-Stennis, LLC) would result in a significant break in service and create an unacceptable risk of critical mission failure during the finalization and award of the competitive follow-on MV-22 CMS Contract.  

This is not a request for information or competitive proposals.  However, firms may submit a response to this notification if warranted. 

Responses must be received by Kevin Hoyt at roger.hoyt@gsa.gov with a courtesy copy to Tim Barnes at timothy.barnes@gsa.gov no later than 17 AUG 26 at 1400 hours Eastern Standard Time (EST) and include the following:

contractor’s technical knowledge of and experience with MV-22 CMS, information to demonstrate the contractor’s ability to complete all Phase-In activities and successfully commence full performance by the end of the current USMC MV-22 CMS contract on19 SEP 26, and  proof of registration in the System for Award Management (SAM).
