The City of San Buenaventura (Ventura, CA) is seeking proposals for a long-term public-private partnership (P3) to expand and operate a citywide fiber-to-the-premises (FTTP) broadband network. - Government Buyer: - City of San Buenaventura (Ventura, CA) - Purchasing & Contracts Division - Project Scope: - Expansion and operation of a citywide FTTP network leveraging the City's existing 30.7-mile fiber backbone and conduit infrastructure - Targeting approximately 49,000 unserved or underserved residential and business locations, plus 74 priority City sites - Partners to provide private investment, network construction, operations, maintenance, sales, customer support, and management of fiber/conduit leases - Products/Services Requested: - Construction and expansion of fiber optic network infrastructure - Network operations and management, including maintenance, emergency response, and 24/7 NOC support - Customer installation, repairs, and technical field work - Marketing, sales, and customer service for FTTP offerings (including gigabit internet, ethernet private line, dark fiber, and VOIP) - Customer billing, service upgrades, cancellations, and collections - Management of utility pole leases, 8-1-1 locate services, and permitting - Provision of two diverse 10 Gbps direct internet access feeds for City use - Notable Requirements: - Proposals may address all or specific services; creative approaches to reach cost-prohibitive or disadvantaged areas are encouraged - Partners should assist with grant applications and match funding if pursuing grants - Robust insurance coverage, compliance with prevailing and living wage laws, and ability to provide service level agreements (SLAs) are required - 10-year revenue projections requested for revenue-sharing proposals - No specific OEMs or vendors are named in the solicitation; open to qualified network builders, ISPs, and contractors

The City of San Buenaventura is seeking qualified contractors, vendors, network builders, and/or Internet Service Providers to engage in a long-term public-private partnership to expand and operate a fiber-to-the-premises (FTTP) network.
