The Pittsburgh Water and Sewer Authority is seeking bids for the 2026 Neighborhood Lead Service Line Replacement (LSLR) - Contract B1. - Scope of Work: - Verification and replacement of residential public-side and/or private-side lead service lines at approximately 1,700 locations within the Pittsburgh Water service area - Site restoration of all disturbed areas following construction - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation - Compliance Requirements: - Federally funded project subject to PENNVEST funding requirements - Must comply with Davis Bacon Wage Rates, the American Iron and Steel Act, and the Build America, Buy America Act - Restrictions on certain telecommunications and video surveillance equipment - Adherence to EPA regulations - Contractors must demonstrate good faith efforts to solicit Disadvantaged Business Enterprises (DBEs), including state-qualified small businesses, and minority and women-owned business enterprises - Submission Requirements: - Bid bonds - Lists of subcontractors and suppliers - Supplier diversity commitment forms - Detailed experience schedules - Safety and financial records - DBE compliance statements

The work also includes site restoration of disturbed areas. The project is federally funded and requires compliance with PENNVEST funding requirements, including Davis Bacon Wage Rates, American Iron and Steel Act, Build America, Buy America Act, and EPA regulations. Contractors must demonstrate efforts to solicit Disadvantaged Business Enterprises (DBEs) and include state qualified small businesses, minority, and women-owned business enterprises in the bidding process.
