The City of Regina is seeking proposals for the supply of motor graders with attachments and certified operators to support its winter road maintenance program. - Government Buyer: - City of Regina, Procurement Branch, Roadways & Transportation, Roadways Seasonal Operations - Products & Services Requested: - Up to 20 motor graders (2004 or newer, minimum 150 HP) with attachments (mouldboard snow gate, weighted front ends, beacons, backup alarms, proper lighting, serrated blades for residential plowing) - Certified, experienced operators for each grader, available 24/7 including holidays - Systematic plowing of Category 1-4 roads with guaranteed minimum hours per district - Routine residential plowing (Category 5) without guaranteed hours - Additional winter maintenance services: snow plowing, ice control, snow removal, snow storage, catch basin opening, and related activities - Unique/Notable Requirements: - Equipment must support GPS/AVL tracking and GIS-based mobile app reporting - Strict safety, reporting, and performance standards; penalties for deficiencies - Operators must be certified, experienced, and comply with City safety and operational policies - Multiple suppliers may be selected to fulfill the total fleet requirement - Evaluation criteria include qualifications, safety, Indigenous participation, and sustainability - Adherence to the City's Winter Maintenance Policy, including service timelines and quality standards - OEMs & Vendors: - No specific OEMs or brands are mandated; opportunity is open to all qualified suppliers able to meet equipment and operator requirements

Description

The City of Regina is seeking qualified entities to supply motor graders with attachments and certified, experienced operators for winter road maintenance services on an as required basis to supplement City resources during winter seasons. The contract requires twenty motor graders with attachments and operators for the 2026-2027 winter season, with an option to extend for two additional one-year terms for the 2027-2028 and 2028-2029 winter seasons. During adverse weather conditions such as heavy snow accumulation, the hired motor graders and operators may assist the City's Roadways Seasonal Operations branch in meeting the objectives and timelines outlined in the Winter Maintenance Policy. The City intends to award contracts to multiple suppliers to reach a total fleet of twenty motor graders and operators.
