The New York Army National Guard (NYARNG) is seeking a contractor for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide hazardous and non-hazardous waste removal services and related equipment. - Government Buyer: - New York Army National Guard (NYARNG), Contracting Office, under the U.S. Army National Guard - Scope of Work: - Hazardous and non-hazardous waste removal services for NYARNG facilities - Includes provision of a wide range of equipment and supplies for environmental cleanup and emergency response - Key Products and Equipment Requested: - Drums (poly, steel, fiber) in various sizes (20g, 30g, 55g, 95g, etc.) - Pumps (2" pump, chemical transfer pump, submersible, sludge, trash, diaphragm) - Heavy equipment (backhoes, excavators, loaders, dump trucks, utility vehicles, trailers) - Protective clothing and PPE (HAZMAT suits, Tyvek suits, gloves of various materials, boots, respirators, SCBA, face shields, goggles, harnesses) - Spill response and containment (sorbent booms, pads, pillows, sweep, spill solidifiers, mercury spill kits) - Safety and monitoring equipment (gas meters, pH sensors, photoionization detectors, HEPA vacuums, air compressors) - Miscellaneous supplies (caution tape, duct tape, sample jars, sand, vermiculite, rags) - Notable Requirements: - Contractor must possess a NYSDEC-issued Waste Transporter Permit/Registration - Submission of safety records, personnel qualifications/certifications, technical and capability statements, work plan and methodology, spill prevention and emergency response protocols, and response time to pick-up requests - Compliance with federal, state, and installation environmental and security regulations - Electronic invoicing and insurance required - Contract Details: - Single-award, firm-fixed-price IDIQ contract - Five-year ordering period with a total ceiling of $950,000 - Task orders range from $2,500 to $950,000 - OEMs and Vendors: - No specific OEMs or product part numbers are named; equipment is specified by type or "or equivalent" (e.g., JCB, Komatsu, Bobcat referenced as examples for heavy equipment) - Unique Aspects: - Broad range of equipment and PPE required to support both routine and emergency environmental operations - Emphasis on rapid response, safety, and regulatory compliance

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number, W912PQ26QA027, is issued as a request for quote (RFQ), for waste removal services for both hazardous materials and non hazardous waste.

This acquisition is set-aside 100% for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Product Service Description: Non-Hazardous and Hazardous Waste Disposal Indefinite Delivery Indefinite Quantity (IDIQ) Ordering Period for Five years with a maximum value of all task orders awarded under this IDIQ will be limited to $950k.

Period of performance is projected to be 8SEP 2026 - 7SEP 2031 - SINGLE AWARD Indefinite Delivery Indefinite Quantity (IDIQ) 5 Years, Firm Fixed Price.
