USACE Seeks Services for NNOMPEAS System Update, Oracle Migration, and Data Enhancements

The U.S. Army Corps of Engineers Institute for Water Resources (IWR) is seeking contractor services to update and enhance the National Navigation Operation & Management Performance Evaluation & Assessment System (NNOMPEAS), a critical system for waterborne transportation cost analysis and project evaluation. - Government Buyer: - U.S. Army Corps of Engineers, Institute for Water Resources (IWR) - USACE Mission Support Battalion, Contracting Office CEHEC-CT - OEMs and Vendors: - No specific OEMs or vendors are named; however, Oracle is the primary technology platform referenced for system migration and enhancement. - Products/Services Requested: - Migration of NNOMPEAS to Oracle 26AI and Oracle APEX 26 - Annual update of vessel movement and operating cost databases (including integration of Waterborne Commerce Statistical Center data for 2024 and 2025) - Enhancement of system performance, including process code optimization and potential migration to a secure cloud environment - Update and enhancement of statistical views and display formats for vessel characteristics - Risk Management Framework (RMF) compliance, including documentation, source code scans, and migration to an IL4 secure cloud - Development of automated batch processing for Value-to-the-Nation (VTN) reporting - Travel and work status tracking services - Unique or Notable Requirements: - Contractor must have expertise in Oracle environments, vessel economics, and data security - Migration to the latest Oracle and APEX versions is required - Compliance with cybersecurity and operational security standards (RMF, IL4 cloud) - No hardware or specific part numbers are requested; focus is on software, data, and technical services - Emphasis on technical capability and price in evaluation - Period of performance is 435 calendar days from contract award, with some tasks extending into FY 2027 and FY 2028

Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared inaccordance with the information in RFO Subpart 12.2, using Simplified Acquisition Procedures found in RFO Part 12, as supplemented with the additional information included in this notice. This announcement constitutes the onlysolicitation. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.

Background: NNOMPEAS is being increasingly used as an access or portal for downloading and organizing waterborne commerce statistical data and tabulation of associated computational relationships related to vessel operations currently handled by the system as it has been developed to-date. 

Description of the Requirement: annual update of relevant data and information, and continued development or modification of the current NNOMPEAS system to maintain existing technical functionality and development of enhancements to provide for enhanced functionality respective to data tabulation, viewing, extraction and download capabilities, and data or information analysis as appropriate subject to available technical or budgetary resources.  These capabilities are for support of project evaluation and analysis for both planners and operations and maintenance and maintenance\management (O&M) personnel of USACE.
