Description
Enclosed is a request for quotations (RFQ) for “Providing Televised Media Monitoring Services” for the American Embassy in New Delhi (India). The complete requirement is detailed in the statement of work at Annexure-A. If you are interested in participating, please carefully review the instructions in Section 3 of the solicitation, complete all required sections, and submit your quotation to the address indicated on the Standard Form (SF‑1449) accompanying this letter.
All requests for clarification must be submitted in writing via email to mehtan@state.gov by 1400 hrs (India Time) on August 17, 2026. Responses will be provided to all contractors who express interest in doing business with the U.S. Government. Questions received after the deadline will not be answered.
Quotation Submission:
Deadline: On or before 02:00 PM, 25th August 2026 (India Time). All quotations must be received by this deadline. No quote will be accepted after this time.
Submission Method: Your quotation must be submitted electronically at newdelhibids@state.gov. Quotation submitted to any other e-mail address will not be considered for evaluation. Please refer to the solicitation for complete details.

Important:

The U.S. Government intends to award a contract/purchase order to the responsible offeror submitting an acceptable quotation at the lowest price. An award may be made based on initial quotations without discussion; however, discussions may be held if determined necessary.
To be considered for award, offerors must submit the following:

Offerors must be registered in the SAM (System for Award Management) at https://www.sam.gov prior to submitting and offer. If registration cannot be completed before award, the contractor must be registered within 30 days after award or at least three days prior to submission of the invoice, whichever occurs first.
Offerors are strongly encouraged to register immediately if they intend to respond to this requirement.
