The U.S. Army Corps of Engineers (USACE), through its Institute for Water Resources and Mission Support Battalion, is seeking specialized engineering services to review, update, and enhance a suite of maritime modeling applications and associated vessel hull profiles. - Government Buyer: - U.S. Army Corps of Engineers (USACE) - Institute for Water Resources (IWR) - Mission Support Battalion, Contracting Office: CEHEC-CT - Scope of Work: - Comprehensive review, update, and integration of existing computerized applications: - CADET - Hull Lines Flexibility Program - Powering & Emissions Handling Model - Ballast Templates - Wake Screening Application - Optional development and integration of additional hull profiles: - Up to 4 deep-draft commercial cargo vessel hulls - 1 ocean-going passenger vessel hull - Up to 2 offshore support vessel hulls - Testing and verification of the Hull Lines Flexibility Program on various hull types - Updates to emissions modeling using EPA speciate database and current vessel engine efficiency trends - Review and revision of ballast templates and immersion formulas by vessel type and size - Enhancement of the wake screening application based on prior and new research - Products/Services Requested: - Engineering and technical services for application review, update, and integration - Development of new vessel hull profiles (with part numbers 1001–1007) - Deliverables include updated models, user guides, and hull profiles compatible with Windows 10/11 - Unique/Notable Requirements: - Emphasis on technical accuracy and data security - All deliverables must be compatible with modern Windows environments - Non-personal services; contractor will not perform inherently governmental functions - Optional tasks allow for expansion of hull profile library based on government needs - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the requirement is for technical services and software/modeling expertise

Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared inaccordance with the information in RFO Subpart 12.2, using Simplified Acquisition Procedures found in RFO Part 12, as supplemented with the additional information included in this notice. This announcement constitutes the onlysolicitation. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.

Background: The U.S. Army Corps of Engineers (USACE) routinely conducts engineering and economic evaluations of coastal deep-draft waterway systems and associated general navigation features (GNFs) which are under Federal authority and jurisdiction.  These evaluations are for programmatic support and implementation of waterway system improvements in addition to justification of future ongoing or subsequent operation and maintenance (O&M). 

Description of the Requirement: Review & Update Modeling Relationships and Associated Computerized Applications – CADET, Hull Lines Flexibility, Powering & Emissions Handling, Ballast Templates & Wake Screening Application with Option(s) for Compilation of Additional Hull Profiles. Address addition of selected cargo, passenger and offshore support or assistance hulls. Integrate additional hulls to applications for powering, emissions handling, wake and vessel ballast utilities as well as review for refinement or minor adjustment to subject applications.
