This opportunity is for the renovation of the Sand Island Photovoltaic (PV) System at the Sand Island Ranger Station near Bluff, Utah, managed by the Bureau of Land Management, Utah State Office. - Government Buyer: - Bureau of Land Management, Utah State Office, State of Utah Office of Administrative Services - Contracting Officer: Tori Blunt Mayes - Products and Services Requested: - Replacement of the entire battery bank with new batteries (minimum 31 kWh, UL1973 certified, 20-year float life, fire tested to 9540A) - Replacement of inverters and controls, including Victron 5kW charge controllers or approved equal, smart shunt, DC breaker system, and automatic generator start control - Upgrade of ground-based and tracker photovoltaic arrays with new bifacial technology panels (minimum 4800 W each), mounted on existing infrastructure - Assessment of the existing fossil fuel generator and recommendations for restoring backup power (no new generator installation) - Construction services for the above renovations, under a firm-fixed price contract - OEMs and Vendors: - Victron (specified for inverters/charge controllers, or approved equal) - Unique or Notable Requirements: - Batteries must be UL1973 certified, fire tested to 9540A, and have a 20-year float design life - Photovoltaic panels must use bifacial technology and provide at least 4800 W per array - Compliance with Buy American construction material provisions and wage determinations - All major renovation tasks are separate line items - Small business set-aside - Period of Performance: - 30 days from Notice to Proceed
