Return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. The contractor must report all transactions accurately by the end of the fifth business day after receipt, and the Action Date in CAV must reflect the actual date of physical receipt. The contractor must obtain final inspection and acceptance by the Government within the RTATs established in the subsequent contract. Required RTAT: 90 days after receipt of asset. Throughput Constraint: The contractor must provide a throughput constraint for each NSN. Total assets to be repaired monthly after initial delivery commences X/month (contractor to fill in). A throughput of 0 per month indicates no throughput constraint. Induction Expiration Date: 365 days after contract award date. Assets received after this date are not authorized for repair without bilateral agreement between the contractor and NAVSUP WSS Contracting Officer. All contractual documents are considered issued when copies are deposited in the mail, transmitted by facsimile, or sent by other electronic methods such as email. The acceptance of the contractor's proposal constitutes a bilateral agreement to issue contractual documents as detailed.

1. Scope Articles to be furnished: shall be repaired, tested, and inspected according to the terms and conditions specified in the Requirements Section of this document. Equipment: Unless expressly provided elsewhere, equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aid required for manufacture and testing will not be provided by the Government and is the sole responsibility of the contractor. This applies regardless of references in drawings or specifications. Prohibition on MIL-W-81381 wire: The use of MIL-W-81381 wire is prohibited. SAE-AS22759 series wire shall be used instead. Questions should be directed to the Procuring Contracting Officer. Reference to MIL-STD-454: If referenced, the contractor is expected to show compliance with IPC/EIAJ-STD-001C. Personnel performing tasks must be trained and certified as required by paragraph 5.1.4 of IPC/EIAJ-STD-001C. 2. Applicable Documents NOT APPLICABLE 3. Requirements 3.1 General This Statement of Work (SOW) establishes the criteria for repair and testing/inspection of the subject item, including inspection, component repair and replacement, reassembly, and testing procedures to return units to a serviceable condition. 3.2 Definitions CONTRACTOR: The successful offeror awarded a contract, order, or project work order. The term encompasses all such agreements. OVERHAUL: A disassembled, cleaned, inspected, repaired (components replaced or repaired as needed), reassembled, tested, and returned to a Ready for Issue (RFI) condition. REPAIR: Restoring a part to RFI condition by replacing or repairing defective components and testing according to the repair manual. 3.3 Scope The items shall be overhauled, upgraded, repaired, tested, inspected, and accepted per the contract terms. Equipment such as fixtures, jigs, dies, etc., will not be provided by the Government unless expressly specified. The contractor shall provide the necessary facilities, labor, materials, parts, and test and tooling equipment to return items to RFI condition, including specific items like COVER, ACCESS, AIRCRAFT with part number 74A140111-2010 and NSN 1560 016860091. 3.4 Changes and Process Control Any changes to repair manuals, drawings, or specifications require approval from the Procuring Contracting Officer (PCO).
